Supportive Housing Providers Association and
Housing Action Illinois

The seeds of change are found in everyday experience. The stories of people who live in supportive housing can shed light on important issues, such as what it is like to experience homelessness or live with mental illness or a disability.

SHPA and Housing Action Illinois are partnering to help residents of permanent supportive housing explore how they can tell their stories to make a difference in their lives and the lives of others.

All workshop participants will have the chance to share their stories for publication online or in a print magazine.

New Funding Available for the Creation of Community-Based Supportive Housing
Permanent Supportive Housing (PSH) Development Program
Technical Assistance Sessions
As announced last week, the Illinois Housing Development Authority is now accepting applications under the Permanent Supportive Housing (PSH) Development Program to fund developments serving special needs populations and persons with disabilities, including residents who are transitioning out of nursing homes and into community living. We encourage all eligible sponsors to apply for this opportunity. Applications are due to IHDA on October 18, 2019 at 5:00 p.m.
As previously indicated, IHDA will hold technical assistance workshops for this request for applications. The dates, times and locations of these sessions are as follows:

The FY 2019 CoC Program Competition is Now Open
The Notice of Funding Availability (NOFA) for the Fiscal Year (FY) 2019 Continuum of Care (CoC) Program Competition has been posted to the FY 2019 CoC Program Competition: Funding Availability page on the HUD Exchange. Additional resources are available on the e-snaps page on the HUD Exchange.

The CoC Application, CoC Priority Listing, and Project Applications will be available the week of July 8, 2019 in e-snaps. Collaborative Applicants and project applicants will be able to access the applications to review, update, and enter information that is required for the application process.

$40 Million in HUD-VASH Available to Support Approximately 5,000 New Vouchers
Notice PIH 2019-15 (HA) announces the availability of $40 million in HUD-Veterans Affairs Supportive Housing (HUD-VASH) that will support approximately 5,000 new vouchers. These vouchers are administered in partnership with the U.S. Department of Veterans Affairs (VA) and enable homeless veterans and their families to access affordable housing and supportive services.
The HUD-VASH program combines HUD Housing Choice Voucher (HCV) rental assistance for homeless veterans with case management and clinical services provided by local VA Medical Centers (VAMCs), community-based outpatient clinics (CBOCs), or other entities as designated by the Secretary of the Department of Veterans Affairs. The VA medical facility refers all eligible HUD-VASH families to the partnering Public Housing Agency (PHA).
Registrations of Interest must be submitted electronically to no later than midnight in the time zone of the PHA on August 19, 2019. See Section 7 of the notice for all Registration of Interest Requirements.

Preserving Moderate Rehabilitation Single Room Occupancy Properties
Is your Continuum interested in preserving Moderate Rehabilitation Single Room Occupancy (Mod Rehab SRO) Properties? HUD’s Rental Assistance Demonstration (RAD) provides a long-term project-based option.

Does your Continuum of Care (CoC) have Section 8 Mod Rehab SRO units as part of its housing stock? Is your CoC interested in helping property owners obtain long-term project-based Section 8 assistance to preserve these properties and potentially leverage additional financing to assist with rehabilitation and converting SROs into studios or 1-bedroom units? RAD enables eligible owners of Section 8 Mod Rehab SROs to convert their properties to become financially and physically stable.

SNAPS In Focus: Moving On Strategies to Support Stable Transitions from Permanent Supportive Housing

A Moving On strategy should support choice. Some PSH participants may want to live in a different neighborhood, move closer to family and friends, or seek housing in an area that is more convenient for work or educational opportunities. Alternatively, participants who live in a tenant-based PSH may wish to transition-in-place, using a Housing Choice Voucher or other tenant-based assistance to provide a housing subsidy. Both options allow participants to maintain stable housing without receiving intensive services.
