Reaching Those in Need: Estimates of State Supplemental Nutrition Assistance Program Participation Rates in FY 2016

This report focuses on an annual series that presents estimates of the percentage by state of eligible persons who participated in SNAP during a month in fiscal year FY 2016. The report also shares estimates of state participation rates for eligible "working poor" individuals. The national SNAP participation rate among all eligible individuals was 85% in FY 2016 (Cunnyngham, 2018). For more information, click on the link to find the summary, final report, and technical report.
CalFresh Phone Applications
At the summit a conversation came up regarding phone applications. Technically we are not allowed to provide application assistance without the applicant being with us in person.

For clarity, as a CalFresh Outreach best practice we do all application assistance in person. AND if there is a transportation or other related issue we can offer a phone application determined on a case by case basis. AND we should not advertise that we provide phone assistance. I hope this language helps clarify.
