Ward Office Closed on Veterans Day
 
The 49th Ward Office will be closed on Friday, November 11, in observance of the Veterans Day holiday. We will reopen on Monday, November 14, at 9 am. You can still leave a message or email us, and we will get back to you as soon as possible.

Honoring Those Who Served this Veterans Day
The Above and Beyond Vietnam War Memorial at Harold Washington Library
I'd like to take a moment to thank all those who have served in our armed forces to protect our liberties. Thank you for your service. There are a number of ways to spend the holiday in a meaningful and profound way:
  • The City of Chicago is hosting a Veterans Day Commemoration Ceremony at Soldier Field, 1410 S. Special Olympics Drive, at 11 am on Veterans Day. More information is available on the City's website.
  • The Illinois Department of Veterans Affairs and Olive Harvey College are hosting an event to honor and recognize women veterans who continue to serve. They will have an option for individuals to attend virtually or in person. More information is available on the Eventbrite website
  • Visit the Harold Washington Library, 400 S. State, to view Above and Beyond: a Vietnam War Memorial, which features 58,307 dog tags hanging from the ceiling. Each dog tag represents a person in the Vietnam War and is arranged in order of death. 
  • The National Veterans Art Museum at 4041 N. Milwaukee is dedicated to presenting veteran-created art inspired by combat and military service. Learn more on its website at nvam.org
  • The Pritzker Military Museum & Library, 104 S. Michigan, is hosting a series of events to honor veterans.
Gale Community Academy Celebrates Centennial Anniversary
Our community celebrated Gale Community Academy's 100th birthday this week with music, dance, and memories. The staff and community around Gale maintain the tradition of creating a safe and enriching learning environment for our kids and their families. Congratulations to Principal Leal and his team on a tremendous occasion - here's to 100 more years!
Rogers Beach Tennis Court Restoration is Complete, 
Now Includes Pickleball Option! 
The restoration of the tennis courts at Rogers Beach, 7705 N. Eastlake Terrace, has been completed. The new courts now include lines for pickleball, expanding the use of this asset at our local park. Thank you to the Greater Eastlake Terrace Park for your advocacy on getting these improvements at our local park!

City Council Updates
My Vote on the 2023 Budget
On Monday, November 8, City Council voted to approve the 2023 Budget which included many good investments for our city. The budget passed 30 - 18. I was one of the 18 'No' votes. Each year, the budget decision is an opportunity to define priorities and make adjustments to our planned investments for the coming year. We spend weeks reviewing the proposal, hearing from departments, and working with colleagues to make amendments and adjustments to create a final budget that meets the needs for our constituents.

Going into this budget, we used information from our community budget survey and firsthand knowledge of constituent requests and ward issues to determine what priorities I should focus on in the budget. Those priorities were creating a department of environment, mental health services, violence prevention, and support for homelessness prevention and outreach. These were priorities I took with me to budget hearings as well as to the Chicago Progressive Caucus and Aldermanic Black Caucus.

Violence Prevention
We started from a good place on violence prevention funding as we still have the $80M+ of recovery funds committed to it. The frustration I and others expressed during hearings was that this is the number one issue for our city and we've only moved about 18% of the funds out the door. The Dept. of Public Health was not well prepared to give us explanations as to why we're taking so long and couldn't provide us with the relevant data to demonstrate how our funds are making a difference.

Mental Health Services
Our Treatment Not Trauma efforts won additional clinician positions in the 2022 budget, unfortunately, many of those positions still go unfilled. The mental health crisis response teams using the co-responder model won't be expanded in 2023, leaving 18 or our 22 police districts without an alternative response model. And lastly, the promise to bring more services to our communities through public clinics is still unfulfilled.

Homelessness Prevention
This one area where we've seen great progress in this budget. Not only is it one of the only areas where recovery funds have been nearly 100% allocated, but I was also able to get 5 additional positions for the homelessness team in the Department of Family Support Services as well as an additional $4M in funds for rapid rehousing units bringing the total budget for 2023 from 800 to 1,200. This is the number one investment that our department needed to help get more of our unsheltered neighbors housed.

Department of Environment
For three years, I have been advocating for this department along with several other alderpersons. In our ward, we know all too well the need for a City department to lead the way in helping our city adjust and plan for the impacts of climate change. In just the last 3 years, we've experienced the devastating lakefront erosion we saw in the 2019-2020 winter season which claimed 1-2ft of land with each storm, a tornado that ripped through 1/4 mile of our ward, the tragic deaths of three women in a senior building because of an early heatwave and a lack of air conditioning, and the widespread damage from a 60-year flood that left practically no building untouched in our ward. We know that we need proactive planning and coordination that only a department can provide. We also provided a plan that was feasible and possible to create this year, but the administration decided against it.

I voted against this budget because we have a responsibility to do better for our residents. Even with the progress we saw, this budget could have and should have gone further. These issues are all urgent, and we should be moving in full coordination to address them. I look forward to continuing to work with colleagues, community and advocates around the city to make gains on these issues because they require our urgent attention and taking no for an answer is not an option.
Public Hearing on the Bring Chicago Home Resolution Scheduled for November 14
On October 28, Alderpersons Martin, Vasquez, Ramirez-Rosa, La Spata, and I noticed a Special City Council meeting to hold a public hearing on the Bring Chicago Home ballot referendum. The Special City Council meeting will take place at 9 am on Monday, November 14, in Council Chambers at City Hall, 121 N. LaSalle. 

If this passes the City Council, voters would have the opportunity during the February 28, 2023, municipal election to weigh in on structural changes to the Real Estate Transfer Tax. The resolution calls to implement a progressive tax structure on the Real Estate Transfer Tax (RETT), increasing RETT for luxury properties valued at $1 million or more and dedicating the extra revenue for affordable housing and homelessness resources and prevention. Properties valued at less than $1 million would not see any increases to the RETT. 

As we have seen the homelessness crisis explode in our own backyard, it is critical that we intervene and provide people with the housing and wraparound services they need to stabilize and remain housed. 
Anjanette Young Ordinance Update

In February of 2021, four colleagues and I introduced the Anjanette Young Ordinance, a piece of legislation designed to codify practices around the execution of warrants by police in our city to ensure that what happened to Ms. Young doesn't happen to anyone else in our city. If you're unfamiliar with Ms. Young's case, you can read more about it here.

The ordinance would:
  • Ban CPD’s use of “no-knock” warrants, which do not give family members enough time to answer the door in a dignified manner, and can lead to violence and even death, as demonstrated by the police killing of Breonna Taylor in Louisville. 

  • Require officers to corroborate tips from informants before seeking warrants, confirm that the actual target of the warrant can be found at the address, and avoid raiding family homes at times when children are present. 

  • Require that CPD use the least intrusive method when executing warrants, as well as practices that prioritize human dignity, privacy and property interests, and the sanctity of human life. 

  • Prohibit officers from pointing guns at children.

  • Impose an affirmative responsibility on CPD to repair damage that they cause to people’s homes and to make immediate arrangements to secure homes before they leave. 

  • Require all officers conducting raids to wear and use body cameras. 

  • Require transparency and accountability to the public and victims of wrong raids.  The Ordinance demands that CPD track and publish information about wrong raids and it gives anyone depicted in footage from CPD body cams the absolute right to that video within 48 hours of their request.

We finally were given the opportunity to seek a vote in the Committee on Public Safety for the Anjanette Young Ordinance this Thursday, November 10 (link to meeting). Our item had 21 co-sponsors, but only 5 were members of the Public Safety Committee; one was absent. We lost our vote 10-4. Thank you to Alderpersons Osterman, Lopez, Curtis, and Martin for your advocacy and support of the ordinance.

Though we didn't advance out of committee, the work that we've done with our community partners, legal experts and Ms. Young herself have pushed the Mayoral administration to pass policies in the police department that closely resemble many of our ordinance's provisions. We count this as a good step forward, but the people of Chicago deserve better.

Ward Updates
Public Safety Update
We had a shooting incident outside of La Experanca Sports Bar, 6651 N Clark St, on Wednesday, November 9. At about 9pm, a man on foot approached three men standing outside the bar and shot them. This, like other recent shootings, was targeted. Police now have reason to believe that this shooting was gang related. Two men are in stable condition in the hospital, one unfortunately has passed away. Two men were in their 40s, and the homicide victim was 28. There was another shooting incident on Wednesday night on Howard St where a man was shot in the foot. These incidents are not connected.

This was the 7th homicide in our ward this year. The proliferation of guns and the carelessness with which people use them to settle personal disputes is out of control. In addition to the criminal investigation of the homicide and attempted homicides, the City will be following up with a business investigation as well to determine if there was any involvement. We will continue to work with police to gather more information related to this incident and with local on-the-ground violence interruptors, who play a key role in preventing violence and retaliation.  If you have any information about this crime, including video footage you can share, please contact the 24th District at 312-744-5907, or you may call my office with more information at 773-338-5796


I know that the reports of shootings and homicides can make us afraid of our surroundings - any shooting is scary. It's also important to put the incidents into context. The above chart shows the number of homicides in our ward each year from 2012 - present. The data set from the police department updates weekly, so the 7th homicide from this week isn't reflected in the chart yet. You can review the data and other crime statistics through the data dashboard. As you can see, this will be our highest year for homicides by 1, and over 10 years our average is 5.8 homicides. We know that guns are becoming more readily available and things like bumpstocks and other modifications are also making them more deadly. 
From the chart above, you can see that while homicides in our ward have been fairly consistent over the last 10 years, we have seen some spikes in overall homicides in the City over the last 10 years; first in 2016, and again in 2020 and 2021. Year to date, homicides are down quite a bit in the city from last year.

We have invested a lot in violence prevention and reduction strategies in the City and these strategies seem to be working, but not enough. We have not been using our resources as well as we should and we still need to invest more. In addition to working with police and violence interruptors on the ground, we're also addressing root causes of violence in our ward and city with investments in our schools, parks, businesses and community programs. These are the ways we'll create a safer and healthier ward and city for us all.
Next 49th Ward Town Hall December 14
Join Alderwoman Hadden and the 49th Ward team for the next monthly virtual town hall on Wednesday, December 14, at 6 pm. Attendees will hear important updates for the ward and the city as well as have the opportunity to ask questions. A representative from the Chicago Commission on Human Relations will be present to discuss the office's role in tracking hate crimes across the city.

Field Community Mosiac Project Needs Your Help!
Eugene Field Elementary, 7019 N. Ashland, is installing a mosaic at its front entrance, and they need your help! Help bring the mosaic to life by attending a workshop that will help contribute to the mosaic tiling and installation. Your participation will provide an opportunity to create Eugene Field's first mosaic!

The workshops will be held every other Wednesday beginning November 2 through December 14 from 4-5 pm in room 212 at the school. No registration is required, just swing by and help our local school bring this project to fruition! 
Progress on the New Exercise Stations at Loyola Park
The Park District made significant progress this week in installing the new exercise stations at Loyola Park. The equipment has been installed, and they are wrapping up the final touches (infill, etc.). They anticipate that the stations will be available to use within the next two weeks, pending a final inspection.

24th District Provides Vehicle Theft Prevention Tips
The 24th District encourages the community to take precautionary steps to help curtail vehicle theft. Historically, a stolen vehicle will be used over and over again to commit more crimes. People can try to prevent this by taking their vehicle's keys with them, not leaving the engine running, always locking the car, and securing items in the trunk.
Infrastructure Updates
Sullivan High School Elevator Installation:

As crews began to peel away the exterior of the existing school to install a new elevator , they found issues with the existing structure. They are working to correct those issues, with the remainder of the work happening over the next three weeks. Once the corrections are made, they can continue to install the new steel structure and eventually enclose it. They are on track to have the elevator installation completed in early 2023. 

Sewer Main Replacement Project (PN7439):

Crews are awaiting approval from the Office of Underground Coordination. Once they receive that approval, permits will be issued for the sewer main replacement. This has caused the start date of the project to be pushed back slightly.

Based on A True Story November 22 at Howard Street Brewing
Producer Kevin Alves is launching a new storytelling show at Howard Street Brewing, 1617 W. Howard, called Based On A True Story

The show will ask storytellers and writers to take a true, personal story of theirs, embellish it and turn it into a piece of fiction. The audience will get to share in on the fun as you tell your own telltale about your life. 

Join in on the fun during the second show on Tuesday, November 22, at 7:30 pm at Howard Street Brewing. 
Theatre Above the Law Presents:
A Night of Classic and Unique One-Acts
Theatre Above the Law is continuing its 7th season with a night of one-acts! All performances will be held at the Jarvis Square Theater, 1439 W. Jarvis. Tickets range from $15-$25 and can be purchased at theatreatl.org.

This unique production will feature 4 one-acts, each presented in the style of a different TV genre. The show is directed by Tony Lowry and will feature:

CirquesExperience Presents Wheel Thru the Season 
at Senn High School on December 10
The Senn High School auditorium, 5900 N. Glenwood, will turn into a winter wonderland when CirquesExperience presents Wheel thru the Season, a fun-filled, high energy holiday show. The "rolltastic" show features acrobatics, gymnastics, feats on the gym circus wheel and aerial thrills all set to the music of the season. 

Exploring the theme of "Where is Home," the show will incorporate iconic Chicago landmarks and fictional characters as the show team soars and rolls through the Senn auditorium. 

CirquesExperience welcomes people of all ages, from 5 to 99 years old, who want to learn and participate in a wide variety of circus arts programs. The Circus School is located in the Edgewater community and also holds classes at Willye White Park in Rogers Park.

Glenwood Comedy 1st and 3rd Tuesdays at The Glenwood Bar
Enjoy some laughs and libations every 1st and 3rd Tuesday of the month at The Glenwood Bar, 6962 N. Glenwood. The bar will host Glenwood Comedy, featuring comics and performers sure to keep you entertained.

Help The Factory Theater Repair its Boiler
For 30 years, The Factory Theater has created its shows from scratch, doing exactly the kind of theater they wanted to do. From writing workshops to the closing night bash, Factory shows are a unique experience that fits its exacting standards: original, bold, and full-tilt. Its shameless ensemble members are ambassadors of a good time, making certain that Chicago remains heartily entertained.

Due to a small fire at the theater, preview weekend for its latest show was canceled. The company was ready to open on schedule, and successfully produced an awesome show despite this setback. Thanks to all who came to support and enjoy it!

The damage from the fire continues to smolder, however, in that expenses for repairs to the heating system were sizable. The greatest expense has been replacing the boiler to ensure audience members and artists don’t freeze during The Factory Theater's performances through the winter.

While no cows, barns, or lanterns were hurt in the ignition of this particular blaze, the great tradition of local Chicago theater might be, unless The Factory Theater can get lots of support from our community and friends.

Help the United Church of Rogers Park Update its Exit Signs
After nearly three years in its social hall, the United Church of Rogers Park is ready to move back into its Sanctuary!

However, to pass the city’s building inspection, it needs to update the exit and security lights throughout the building. The expense is above and beyond what they have, so they are asking neighbors to help them raise $12,000 to bring the signs up to code so they can move back into the Sanctuary.

Donate Gently Used Clothing to Gale's Care Closet
The Gale community is working to meet the needs of its students, both in and out of the classroom. They understand that there are barriers students face when trying to get to school and focusing on school work. 

In 2019, Gale Student Ambassadors surveyed students to determine what were some challenges they faced when trying to get their education. They were able to identify one of the barriers to learning as bullying and another as low attendance. The students felt like they didn't have clothes or items to come to school in, or when they came in clothing not clean or fitting, they were bullied. These things led to them staying home. Every year, Gale has conducted this survey and gotten the same results. 

In 2021, Gale decided to do something and started a small care closet. HOW? A teacher at Gale brought in all of her children's gently used items and then began speaking to family, friends, and coworkers to do the same. Those efforts helped launch the Gale Care Closet, where over 30 students grab everyday items, personal hygiene products, as well as 8th-grade event outfits. This year, they would like to reach even more students and Gale student alumni who are still in need. 

How can you help? Donate gently used items you may have, or drop off personal hygiene items to Gale's Care Closet at 7650 N. Marshfield Mondays through Thursdays from 10 am to 4:30 pm.
Trilogy Behavioral Health Winter Coat Drive
Trilogy Behavioral Health is seeking new and gently used coats, hats, gloves, and scarves for its clients this winter season. They are especially in need of larger sizes (L, XL, and XXL). 

Consider helping a neighbor stay warm this winter by donating a coat. Donations will be accepted at their Rogers Park Location, 1400 W. Greenleaf, between 11 am and 4 pm Mondays through Fridays.
 
Housing Opportunities for Women Winter Coat Drive
Housing Opportunities for Women (HOW) is hosting a winter coat drive to help their clients stay warm as winter nears. Many of HOW's clients are desperately in need of a winter coat in order to safely go about their daily activities as temperatures drop.

Help C24/7 Build its House of Hope
Our local non-profit, C24/7, recently acquired the vacant lot located at 1561 W. Howard, and they are looking to transform the space into a community center that will help them scale up their services and give back to the Howard-area community. 

Their vision is a community center that serves as a hub for resources, information, and building community. It will host an after-school program, a job development program, violence prevention efforts and resources, a food pantry, financial literacy classes, parenting classes, mental health support, and drug and alcohol recovery groups. It will also have a gym where people can safely participate in a variety of activities. 

C24/7 has built strong community relationships in the north of Howard area, and this will help them expand their services and fill a need in our community.

Howard Area Community Center Hygiene Kit Drive
Howard Area Community Center is hosting a hygiene kit drive for domestic violence survivors. This will help survivors with limited income get the essential resources they need. Help Newly Arrived Migrants By Purchasing Wish List Items
Thank you to all our neighbors who have donated items to help the newly arrived migrants settle in. We have had an outpouring of support and generosity from our neighbors in the 49th Ward, resulting in several truckloads delivered to the City's sorting center.

The City is now shifting its donation process and will no longer accept donated items through ward offices. Instead, they are partnering with the Instituto del Progreso Latino to create an Amazon Wishlist to facilitate and expedite the donations of new items. 

This means that our office will no longer accept items, as the sorting center will no longer be able to take them. Instead, our neighbors who would like to donate to the newly arrived migrants can purchase items from the Amazon Wishlist. For more information and to view the Wishlist, click here.  
Homework Help at the Rogers Park Library
The Teacher in the Rogers Park Library, 6907 N. Clark, is back to help elementary school students with their homework.

No homework? Not a problem. Ms. Ana-Maria Dreptu also has games and activities to improve your reading and math skills!

Ms. Dreptu will be at the library:

Volunteer for Howard Area Community Center's Food Pantry
Howard Area Community Center is recruiting volunteers for its Friday food pantry delivery day. Volunteers must be able to lift 50 lbs and work inside and outside. Volunteers should dress for the weather and wear closed-toe shoes.

The Friday volunteer hours are from 8 am to 12 pm. Volunteers can also volunteer on Mondays from 12-4:30 pm and Wednesdays from 8-12:30 pm.

Public Health Updates
Updated Bivalent Boosters Now Available!
The City of Chicago received the free updated bivalent COVID boosters this week.

The new boosters offer greater protection against common COVID-19 variants than the original shots and are available to anyone aged 12 and older who have already received their initial vaccine shots. People age 12 and up who have completed a primary vaccine series should receive a bivalent booster two months after the second dose of their last booster shot. 

The updated booster is widely available throughout the city, including at doctors' offices, hospitals, pharmacies, and community health centers. To find a location where you can receive the bivalent booster shot, visit the Chicago Department of Public Health's website.

CDPH Provides Resources for Monkeypox (MPV)

Monkeypox Virus (MPV) is spread through close contact with body fluids, sores, shared bedding or clothing, or respiratory droplets (kissing, coughing, sneezing). Common symptoms include a rash or unusual sores that look like pimples or blisters on the face, body, and genitals. Symptoms also include fever, head or muscle aches, chills, and swelling of the lymph nodes. If you think you have the MPV or are showing symptoms, it's time to reach out to your healthcare provider.

Apply for Student Loan Debt Relief
Individuals looking to apply for student debt relief may do so by visiting studentaid.gov. While the Eight Circuit Court of Appeals in St. Louis has temporarily blocked the Biden administration from disbursing any student loan relief funds, it does not prevent borrowers from still applying for student loan debt relief. 

The Federal Student Loan Debt Relief program provides eligible borrowers with full or partial discharge of loans up to $20,000 to Federal Pell Grant recipients and up to $10,000 to non-Pell Grant recipients for individuals who make less than $125,000/year or families that make less than $250,000/year.

Stormwater Management Tips for Fall
With fall and winter approaching, we can still see weather conditions that can lead to flooding. No longer just a problem in spring, the Department of Water Management (DWM) encourages residents to assist in reducing excess water from reaching the sewer system.
Community-wide efforts can greatly decrease the impact of neighborhood flooding and the extent of basement backups by taking the following steps:
  • Sweep up leaves from driveways, sidewalks, and streets.
  • Clean roof gutters and drains of leaves.
  • Keep nearby catch basin grates clear of yard waste and trash.
  • Don’t litter or dump anything in storm drains. Storm drains are for rain only.
  • Avoid running a dishwasher or washing machine during storms.
  • Use a commercial car wash or wash your car over grass or gravel instead of on a driveway or in the street.
  • Do not dump fats/oils/greases down the drain or down catch basins in the street.
  • Disconnect your downspout from the sewer system. Make sure to direct flow to areas with permeable surfaces that can properly absorb the stormwater or use rain barrels to collect the rain directly from the downspouts. See DWM’s website for a guide on downspout disconnection.
  • Before winter, empty your rain barrel and store in a garage or shed.

IHDA Reopening Mortage Assistance Program November 1
The Illinois Housing Development Authority (IHDA) is reopening its mortgage assistance program designed to assist homeowners financially impacted by the pandemic. Applications will open on Tuesday, November 1, 2022. The Illinois Homeowner Assistance Fund (ILHAF) provides up to $60,000 in mortgage assistance to eligible homeowners—paid directly to the servicer, taxing body, or other approved entity—while homeowners work to regain their financial footing. Whether homeowners have a mortgage, a reverse mortgage, or are mortgage-free, the program can fund past due housing payments and up to three months of prospective mortgage payments.

The program is free, and funds do not need to be repaid. Application, program information and updates can be found at illinoishousinghelp.org or by calling the ILHAF hotline at 1-866-IL-HELP (866-454-3571). Applications will be accepted until 11:59 p.m. on Tuesday, January 31, 2023.

Home and Business Protection Program Income-Based Application
The City of Chicago has expanded the Home and Business Protection Program (HBPP) to remove barriers and ensure that more Chicago residents have access to the tools needed to protect their properties and feel safe. Through the new HBPP Income-Based Application, eligible Chicagoans can apply for private security devices at no cost based on income and pick them up at a designated community distribution site. The program is first-come, first-serve. It will run through December 31, 2024, or until funds are depleted, whichever comes first.

Home and Business Protection Program
The City of Chicago has launched the Home and Business Protection Program (HBPP) to ensure that Chicagoans have access to private security equipment to protect their property and feel safe. Starting today, the City will provide select rebates to cover costs associated with outdoor security camera systems, cloud storage for video footage, outdoor motion-sensor lighting, vehicle GPS trackers, and subscription costs.

Only security devices purchased on or after Monday, June 6, qualify for reimbursement. No rebates will be provided for private security equipment purchased prior to this date. Installation costs of cameras, lighting, and GPS tracking devices are currently not eligible for reimbursement.

Financial assistance available beginning Sept. 1
The Low Income Home Energy Assistance Program (LIHEAP) and the Peoples Gas Share the Warmth program are available to help income-eligible customers with heating bills this winter. Payment arrangements available

Home and Business Protection Program
Elevate, an energy equity non-profit, is conducting outreach for the Multifamily Energy Savings Program. The goal is to have buildings with 3 units or more assessed to determine the energy-saving projects they qualify for. Projects such as air sealing and insulation, pipe insulation, and HVAC equipment replacements are examples of projects that can be completed from start to finish via the program at little to no cost.

  • Participate in city, regional and statewide healthcare initiatives that impact our target patient population and other efforts the support HHC’s ability to enhance and grow services and access to care.
  • Work collaboratively with marketing, operational, clinical and financial staff and on internal committees to support improved customer service and healthcare access for patients.
  • Participate in other activities as assigned.
Education and/or Experience:
  • Bachelor's degree preferred
  • Experience with individual advocacy, community outreach and working with immigrants and refugees.

The position is a seasonal trainer for its educational programming for elementary, middle, and high school students. Earlier this year, the City of Chicago transferred the crossing guard program from OEMC to Chicago Public Schools. During this transition, many crossing guards decided to retire or resign while school was not operating in person due to the pandemic.
