Welcome to June - we have a lot to celebrate this month. It's Pride, Father's Day is coming up, Artist's of the Wall fest at Loyola Park is back this summer and June 19th is Juneteenth!

This will be the first year that the City of Chicago officially celebrates Juneteenth. I'm proud to be the lead sponsor on our City efforts to make Juneteenth a holiday and want to thank staff members Torrence Gardner and Tiffany Liner for being such an integral part of this work. The 49th Ward team has been hard at work with community, City and County partners to make sure that this year's celebration is city-wide and coordinated. Stay tuned for more info in the coming weeks about celebrations in our ward and throughout the city.

As we begin Pride month, I’m proud to be the first out, queer woman of color to serve in Chicago City Council and honored you chose me to represent our community. Pride month to me is about being able to show up as your full self. It’s about being able to be with who I love and be out and proud about that. It's a time to celebrate rights we’ve won, but also to recognize the fights for representation, equality and visibility were still in. And I plan to keep fighting - for all of us. ❤️🧡💛💚💙💜🤎

49th Ward Annual Bike Ride was a Success!
We had a great time on our 49th Ward Community Bike Ride ❤️ Thanks to everyone who joined us. Big thanks to Tzippy from The Recyclery for being our ride leader, to the Chicago Department of Transportation Bike Ambassadors and our volunteer bike marshals, to Divvy Bikes for the bike donations, and to my staff for coordinating the event!

Madonna Mission Resuming In-Person Programming for the Summer!

Nearly fifteen months after going virtual, Madonna Mission announced that they are returning to in-person programming this summer! They are welcoming students to their new home on the first floor of the former school building at St. Jerome parish for their annual summer program. The Learning In Action Program brings elementary-age students together for academic lessons, recreational time, and special field trips. Students will work on developing their literacy, math, and science skills and have the opportunity to participate in activities like art, ​ fitness, and ​yoga. Like all programs at Madonna Mission, the backdrop of our Learning In Action program is, of course, community. After a difficult year, they are so excited to reconnect with students and their families!

Community Meeting for St. Scholastica Monastery
Zoning Change Scheduled for June 7
Over the past several years, the Benedictine community has been engaged in an in-depth study and discernment of who they are as a community and what their future might look like. As a part of this study, they have connected with the National Religious Retirement Office (NRRO) and outside consultants to assist them in looking at their life and retirement needs, ministry and legacy considerations, and property concerns. Prior to engagement with these consultants, it was evident that the building is too large for their community. This was affirmed by the consultants. 

It was with great consideration and a heavy heart that the St. Scholastica community came to the conclusion that the residence at their long-time home, as it is, is not sustainable. As it continues to age, it has also become increasingly difficult for them to staff, maintain, and oversee the operation of the campus. As it is, the monastery building is too large and expensive to maintain. With this conclusion, they recognize the need to modernize their housing. 

With counsel from NRRO and their consultants, the Benedictine community has decided that to address their needs, they will need to sell a parcel of land at the north end of the campus to a quality and experienced senior living residential developer. This developer would build, own, and operate a senior living facility on the land. The proposal would include 80-100 modern, senior residential units. The Benedictine Sisters would live in the units so they wouldn't be displaced from their community. The remaining units would be made available to other interested seniors. The proposal will help address the needs of the Benedictine community, allow the sisters to remain in their community, and address the need for senior and affordable housing in the Rogers Park neighborhood.

Community Vaccine Event Saturday, June 19
The Rogers Park Presbyterian Church and Near North Medical Group are hosting a community vaccine event at the church, 7059 N. Greenview Ave, on Saturday, June 19 from 10am - 2pm. They will be administering the Pfizer vaccine so anyone 12 years of age or older can get vaccinated! No insurance required. Parent or guardian must be present for minors to receive the vaccine. This will be a walk up event; no appointment is necessary.
Indian Boundary Line Marker Survey Results
On April 19, the 49th Ward office partnered with the Rogers Park/West Ridge Historical Society to discuss the Indian Boundary Lines Marker at Clark and Rogers. The marker is one of 41 monuments under evaluation as a part of the Chicago Monuments Project, and it is the only monument on this list in Rogers Park. 

After the community meeting (available to view on YouTube), we asked the public to provide feedback via an online survey on how we should address this marker in our neighborhood and how we memorialize the past. Over 300 people responded to that survey, indicating that this conversation and discussion are important to our community. 

At this time, no decision has been made. The survey results (depicted in the infographic above) will be shared with the Department of Cultural Affairs and Special Events as they continue to work with communities to make decisions on the monuments included in the Chicago Monuments Project. As more information on the next steps becomes available, we will make sure to share them with our community. 
State Senator Simmons Announces $2.5 Million for Road Improvement Plans for the 7th District
State Senator Mike Simmons (D-Chicago) announced Friday that $2.5 million in construction projects in the 7th Illinois Senate District will improve roads and make accessibility improvements as part of the Illinois Department of Transportation’s multi-year construction plan.

“These projects represent some much-needed improvements to major arterial streets in the 7th District,” Simmons said. “These improvements will upgrade our roads, make sure the streets and sidewalks are accessible for pedestrians and people living with disabilities, and generate good jobs at the same time.”

The projects will improve 1.8 miles of U.S. 14 between U.S. 41 and Ridge Avenue, and a mile of U.S. 41 from Ashland to Lake Shore Drive. The funding is part of the $20 billion Rebuild Illinois construction plan’s 2022 slate of construction.

A further $2 million has been slated for later years, intended for pedestrian improvements to Ridge Boulevard from Howard St. to south of Pratt Boulevard.

United Church of Rogers Park's New to You Thrift Store Reopened on June 1
Seven years after the 1918 Spanish Flu, the United Church of Rogers Park [formerly known as Rogers Park Congregational Church] building burnt down. 

In 1927, a new building was built with three storefronts on its Morse Avenue side.  Two of the stores were rented out to help bring in supplemental income.  The last storefront by the alley was too small to find a renter.  In November 1927, the church’s Women Society opened a thrift shop in this spot.  The space was so small that “4 customers were a crowd.” 

For 93 years, New to You has been operating as a mission to the Rogers Park community.  While its name is newer than its years of operation, its mission has always been clear.

Nonetheless, its mission has expanded by creating community within community.  During the store's temporary closing last February 2021, people still knocked on the windows when seeing the volunteers working in the shop cleaning and sorting.  After a man’s knock was told the store was closed, he replied, “You need to be open.  It’s good for the neighborhood.”  And he is correct.

After a 4-month break, New to You reopened on Tuesday 1 June at 10:00 am.  It is ironic that the 93-year history of this shop used to be closed during the months of July and August [from 1927 to 1940s since the volunteer’s children were home during their school’s summer break]. Since the 1950s, New to You has been mostly open year-round.    

The shop will be open on Tuesdays, Fridays, and Saturdays from 10:00 am to 3:00 pm at 1545 W. Morse.
Glenwood Sunday Market Opens June 6
The Glenwood Sunday Market comes back for its 12th season this summer. Join them on Sunday, June 6 for their opening day. They will be at the parking lot located at 1233 W. Pratt once again this summer, where they can safely spread out vendors. This summer they're also joining forces with the Loyola Farmers Market to offer an expanded variety of options for neighbors.

Clark Street Revitalization Virtual Community Meeting June 10
The Department of Transportation (CDOT) is conducting a streetscape improvement project along Clark Street from Devon Avenue to Arthur Avenue. Building off the Vision Clark Street Corridor Master Plan, the project aims to increase safety, improve walkability, improve traffic flow, and enhance community identity and public space. The project design has progressed since the first public meeting and CDOT is pleased to update the community on the progress. 

Please join in for the second virtual community meeting for the Clark Street Streetscape project. At this meeting, the project team will present the design and coordination to date as well as provide an opportunity for questions and answers. Following the community meeting, an online survey will be made available for stakeholders to provide input and feedback. That survey will be made available on the project website here. The official comment period and survey will be open through July 2, 2021. 
Mark Your Calendars: Artists of the Wall Returns to Loyola Park this Father's Day Weekend!
The Loyola Park Advisory Council (LPAC) has been hard at work to safely resume the neighborhood tradition of the Artists of the Wall event this summer! The event will take place 3 days over Father's Day weekend, June 18 through June 20. 

This year's fest looks a little different than in previous years. To ensure the safety of the artists, the LPAC has limited the event to 50 participants per day. Over the three days, a total of 150 spaces will be painted. At the center of the wall where the staircase is located, there will be a dedicated COVID-19 memorial space where people can paint a name or a message about this past year to share with our community. 

Artist spaces are sold out, but the community is still invited to swing by over the weekend to enjoy free live music performances between 9 am and 2 pm. 

The Loyola Park Advisory Council is also seeking volunteers to help make this year's event a success. Those interested in volunteering are asked to fill out a Google Form online.

This modern comedic adaptation connects the threat of world destruction by aliens in H.G. Wells’ War of the Worlds to the modern-day threat of ruined party plans, creepy bosses, and dead-end relationships for two lifelong BFFs. Set in three bathrooms across twenty-two years, two girls take on everything the men in their lives throw at them, risking jobs and relationships to save their own little world.

Community Water Safety Training Sessions
The Chicago Park District is hosting a series of Community Water Safety Training sessions across Chicago's park in May and June. These sessions will help provide residents with tools to keep them and others safe when enjoying our greatest asset this summer - Lake Michigan.

COVID-19 Updates
As we continue to combat COVID-19 across the city, state, and country, we are bringing back our section with the most up-to-date information on the ongoing public health crisis and any changes that are being implemented to address it. Information on aid and relief programs will continue to be housed in the "Need to Know Info" section of this newsletter. 
City to Transition to Phase V of the Reopening Plan on June 11
Dr. Arwady and Mayor Lori Lightfoot announced this week that the city of Chicago will fully reopen on June 11, in alignment with the rest of Illinois. 

In Phase V, capacity restrictions will be lifted at all businesses. People will need to continue to wear masks in certain settings (e.g., schools, health care facilities, and public transit), but fully vaccinated people won't need to wear a mask in most settings. People who have recently been vaccinated must continue to practice precautions for two weeks after a two-dose shot (Pfizer and Moderna) or two weeks after a single-dose shot (Johnson and Johnson). Unvaccinated people should continue to wear a mask in most public settings. 

The announcement comes as the city and state's positivity rates have reached their lowest points since the beginning of the pandemic. As of Thursday, the city's positivity rate was at 2%, down from 2.9% from the prior week. As of Thursday, 41.8% of eligible Chicagoans have completed their vaccination series, and 52.1% of eligible Chicagoans have received at least one dose of the vaccine. 

While the announcement brings some much-needed hope and optimism for our residents, our best defense against COVID is to get vaccinated as soon as possible. Everyone 12 and older are now eligible to receive their vaccine. To find an appointment, visit
Become a Vaccine Ambassador!
The City Colleges of Chicago (CCC) and Chicago Department of Public Health (CDPH) have launched a Vaccine Ambassador Course that provides free online training to educate people to become trusted vaccine education ambassadors in their communities. Community members can complete the two-hour online Vaccine Ambassador Course (VAC) at no cost. It is offered through the Malcolm X College Continuing Education Department in English and Spanish. In the course, students will learn:
  • Background on COVID-19 and the United States healthcare system
  • History of mistrust and the root causes of vaccine hesitancy
  • Answers to the most frequently asked COVID-19 vaccine questions
  • How to approach difficult vaccine conversations
Chicago community members who complete this course will receive a certificate of completion and be recognized as trusted messengers of COVID-19 vaccine education. Upon completion, Partners In Health will provide these trusted messengers access to an online learning community where they will have opportunities to connect with other Vaccine Ambassadors and receive support through additional training, and stay involved in community health activities. CDPH Offers Pop-Up Vaccine Events Across the City
The City of Chicago has made it easy to get vaccinated – at a city site, pop-up locations throughout the city, and other special events. Check out upcoming events where you can receive a COVID-19 vaccine!
Updated Mask Guidance from BACP
Following guidance from the CDC and the State of Illinois, and recognizing how safe and effective the COVID vaccine is, the City of Chicago announced that it will no longer require masks for fully vaccinated people in most settings, including businesses. In alignment with federal and state guidelines, masks will still be required, regardless of vaccination status, in health care settings, schools, correctional/congregate settings and on public transportation.
As a reminder, fully vaccinated means two weeks after your second vaccine dose if you got the Pfizer or Moderna vaccine, or two weeks after your single dose if you got the Johnson and Johnson vaccine. If you are not fully vaccinated, you need to continue to wear your mask in all indoor settings.
Businesses are strongly encouraged to verify vaccination status before allowing customers and/or employees to not wear face coverings.
The City also strongly encourages businesses to continue requiring face coverings in all indoor settings in Chicago until we enter Phase Five and all regulations are lifted, especially if businesses do not have the capacity to verify vaccination status or if employees, clients or attendees are not all known to be vaccinated. Businesses should also indicate their current masking policy via signage or other communication to customers prior to entry.

Children Ages 12+ Now Eligible to Receive the
Pfizer COVID-19 Vaccine
The FDA authorized use of the Pfizer COVID-19 vaccine for use in youth 12 years and older last week. With the authorization, the City of Chicago will now offer the Pfizer vaccine to youth aged 12 to 15 years old at all of its City-operated vaccination sites. 

The following City-operated sites have  opened to youth ages 12 and older for walk-in appointments. A parent or guardian must accompany any minor under the age of 18. While appointments aren't necessary, it is still encouraged that residents book one at or by calling the city's call center at 312-746-4835.
CDPH Partners with Zocdoc to
Launch Vaccine Appointment Scheduler
The Chicago Department of Public Health has partnered with Zocdoc to create a more centralized platform where people can schedule vaccination appointments when they’re available. To view available appointments through Zocdoc at

At this time, this platform is showing available appointments at the city's Point of Distributions sites (PODS) and Rush University Medical Center. More information on where to locate other vaccination sites is contained below in this newsletter.
Vaccination Appointments for Homebound Persons

People who are homebound can sign up online to get vaccinated against COVID-19 at their residence. Caregivers will also be vaccinated under the program.

To be eligible, a person must not be able to leave their home because it “requires considerable and taxing effort," and must fit one of these categories:

  • Be a senior OR a person with a disability that requires in-home assistance, and

  • Be a person who has to use adaptive equipment (like a ventilator, wheelchair, etc.) and/or accessible transportation to leave home.

​Homebound vaccinations will be administered by Chicago Firefighter emergency medical personnel. Vaccines are limited to those who are truly homebound and meet the above eligibility requirements.

IDHS Launches Crisis Counseling Program to Support Communities Hardest Hit by COVID-19
Following the federal declaration of a major disaster area in Illinois due to the COVID-19 pandemic, the Illinois Department of Human Services (IDHS) Division of Mental Health was awarded a $2.3 million grant from the Federal Emergency Management Agency (FEMA) to kickstart the Crisis Counseling Assistance and Training Program. This unique program allows individuals negatively impacted by COVID-19 to access resources from community behavioral health clinics, which includes screening and referrals for residents struggling with mental health and substance use disorders.

The Illinois Crisis Counseling Program aims to increase disaster-related services in Cook, Winnebago, and St. Clair counties, which have been disproportionately impacted by COVID-19. IDHS’ Division of Mental Health, in partnership with the Substance Abuse and Mental Health Services Administration (SAMHSA) and local behavioral health clinics, will continue to offer support and resources for residents struggling with increased stress and anxiety caused by the pandemic.

Protections for Workers Receiving the COVID-19 Vaccine
On April 21, an ordinance passed City Council that established labor protections for Chicago workers that take time off to receive the COVID-19 vaccine. Under the ordinance, employers are prohibited from taking any adverse action – including termination, demotion, layoff or punitive schedule changes – against an employee for taking time off to receive the COVID-19 vaccine.

Furthermore, if a worker has paid sick leave or other accrued time available, employers must allow their employees to use that time off to receive the vaccine. Finally, if an employer requires a worker to be vaccinated, it must compensate the worker for the time taken to receive the vaccine if it is during a shift, up to two hours per dose.

The ordinance expands the protections guaranteed under the Anti-Retaliation Ordinance that passed City Council in May 2020. That ordinance, which remains in effect, protects all workers from any retaliatory action from their employer if they are unable to work due to public health directive or COVID-19 related illness. Employers that violate this ordinance are subject to fines of between $1,000 and $5,000 per offense. 
Reimbursement for Funeral Expenses
Thanks to the American Rescue Plan, the Federal Emergency Management Agency (FEMA) is now processing applications for reimbursements up to $9000 for funeral expenses for a loved one who died due to COVID-19.

Eligible funeral expenses include but are not limited to:
  • Transportation for up to two individuals to identify the deceased individual
  • Transfer of remains
  • Casket or urn
  • Burial plot or cremation niche
  • Marker or headstone 
  • Clergy or officiant services 
  • Arrangement of the funeral ceremony
  • Use of funeral home equipment or staff
  • Cremation or interment costs
  • Costs associated with producing and certifying multiple death certificates
  • Additional expenses mandated by any applicable local or state government laws or ordinances.

It is important to coordinate with friends, family members, and anyone else who incurred an expense on who will submit the claim. FEMA will only accept one claim per deceased individual so it is vitally important everyone who helped cover the funeral and cemetery expenses work together on one application and wait until all the expenses have been incurred.

Transportation for COVID-19 Vaccines
For seniors and people with disabilities who need assistance to access their COVID-19 vaccine appointment will be able to take advantage of transportation resources.

Uber to Provide Free Rides to Vaccine Appointments

Uber has partnered with Walgreens Pharmacy to make it easier for people who don't have a car or a nearby pharmacy to get their COVID-19 vaccine. Uber will offer free rides to Walgreens stores and clinics for those who book an appointment and live in an underserved community. Uber will work with community organizations, such as the Urban League, to determine underserved communities that will be eligible for free rides. Those organizations will then work to distribute codes that community members can use to get the free rides.

The Chicago Department of Public Health is dedicated to ensuring that all Chicagoans get trusted information about its local COVID-19 response. Sign up online for their email list and be among the first to receive press releases, current guidance, and other important information. 
How the COVID-19 mRNA Vaccine Works
The approved COVID-19 mRNA vaccines do not contain any live virus of COVID-19. Instead, scientists used the genetic sequence of the virus to create a blueprint of the COVID-19 virus. The vaccine will trigger the body to produce the spike protein in the COVID-19 virus, which will signal our immune systems to produce the proper antibodies and T cells to combat the RNA blueprint. This means that should an individual contract the COVID-19 virus after being inoculated, the body's immune system will already have stored the information necessary to combat the virus. 

When people receive a vaccination, they might feel some side effects as their immune systems respond to the spike protein. The most common side effects include swelling and some pain at the injection site as well as fever, chills, headaches, and fatigue. These side effects are temporary and indicate that the immune system is imprinting its response to combat COVID-19. 
State Eviction Moratorium to be Phased Out by August
Governor Pritzker announced this week that the state's ban on evictions caused by the COVID-19 pandemic will be phased out during the next three months, with an expiration date of August 2021. More information on the details will become available in the coming weeks. 

On November 14, protections for Illinois tenants changed under the latest eviction moratorium extension. Landlords can now file evictions unless tenants give them a written declaration that they should be protected by the COVID Eviction Moratorium. Tenants can use IDHA's declaration template to provide their landlord with written notice that they've been financially impacted due to COVID-19. That declaration is available online

The Department of Housing has put together a Know Your Rights website for tenants facing illegal lockouts during the eviction moratorium. The Lawyers Committee for Better Housing has also put together information for tenants facing an illegal lockout and may be able to provide legal assistance to income-eligible tenants. Tenants who faced a financial impact due to the COVD-19 pandemic may be eligible to receive state and local rent relief. The Illinois Housing Development Authority has put together some resources to help residents with housing assistance. Updates to the Emergency Travel Order

The Chicago Department of Public Health announced updates to the Chicago Emergency Travel Order. Effective Friday, January 15, 2021, states will only be categorized as yellow or orange. Previously, the city had three category levels for the Emergency Travel Order.

The updates to the order are meant to simplify the message by putting states into one of two categories. Regardless of which category a state falls into, CDPH is still advising that people avoid any kind of travel as we see COVID-10 cases surging across most of the U.S. Additionally, the new COVID variant that is more transmissible has now been detected in at least 8 states, including Indiana and Wisconsin. 

Anyone traveling from a state on the Orange list is directed to obtain a negative COVID-19 test result no more than 72 hours prior to arrival in Chicago or quarantine for a 10-day period (or the duration of their time in Chicago, whichever is shorter).  They must practice strict social distancing, mask-wearing, and avoid any in-person gathering. Anyone traveling from a state on the Yellow list is not required to quarantine or provide a pre-arrival test. However, they should practice strict mask-wearing and social distancing.

The lists are updated every two weeks based on state and Chicago case averages. There are no travel restrictions within Illinois. However, non-essential travel to the areas of high incidence is discouraged. If essential travel is needed, follow the prevention techniques such as using a face covering, frequent hand washing/sanitization, and maintaining social distancing.

Care for Real Food Pantry Adds More Hours and Drive-Thru Location in Rogers Park

Nearly one year to the day after launching a pop-up pantry in Rogers Park to respond to increased food insecurity, Care for Real will add a second day of food distribution beginning on May 20th. The additional day will offer a new format: a drive-thru pantry.  

Beginning May 20th, Care for Real will provide free food via a drive-thru in the parking lot of Misíon Cristiana Elim at 1615 W. Morse each Thursday afternoon from 4 to 6 pm. Vehicles will enter the parking lot from southbound Ashland Ave. Individuals must be in a vehicle and remain in their vehicle during distribution. Staff and volunteers will collect household information and dietary needs from individuals prior to bringing groceries to their vehicle.

Care for Real, a neighborhood food pantry, is in need of volunteers! Help is needed in Rogers Park on Tuesday mornings and afternoons as well as Thursday mornings and evenings. In Edgewater (5339 N Sheridan), volunteers are needed Monday through Saturday mornings and afternoons. The Rogers Park location (1545 W Morse) will soon be launching an outdoor Thursday evening food distribution, and many additional volunteers are needed. Volunteers can sign up to serve occasionally, weekly, or more! Join the Rogers Park/West Ridge Historical Society for the Return of the Gangsters of West Ridge Walking Tour

No one likes to hear about murder and mayhem in the news, but in 1920s Chicago, the dailies were filled with stories of illegal gambling, rum-running, murder, and other gangland struggles for power. Spend the afternoon discussing this infamous period in time when Chicago's gangsters were both public enemies and nationally-known celebrities.  

Join historians Glenna Eaves and Dona Vitale on a walk through two of West Ridge's Historic Bungalow Districts that were brand new real estate developments in the 1920s. You'll learn the stories of notorious Prohibition-era crime syndicate mobsters who ruled our now peaceful streets. Hear how their criminal activities affected this young neighborhood that was also home to prosperous business owners, famous athletes, noted architects, creative artists, and skilled craftsmen. It’s a fascinating look at a dark, yet often glamourized aspect of Chicago history.

Where: The tour begins with a short presentation at Indian Boundary Park, 2500 W Lunt Avenue.

CPD Unveils Revisions to its Foot Pursuit Policy
Mayor Lori Lightfoot and the Chicago Police Department unveiled a revised foot pursuit policy this week (full text of the policy is available here). Highlights of the revised policy include:
  • The new foot pursuit policy reminds officers to begin any interaction with tactics meant to reduce the possibility of a foot pursuit.
  • Tactics to avoid a foot pursuit include: continual communication with a subject and encouraging officers to position themselves in such a way to reduce the opportunity for a foot chase.
  • The circumstances also must be considered before any foot pursuit takes place. Officers need to ask themselves if they need to apprehend the subject worth the risk to responding officers, the public, or the subject.
  • The policy also spells out that foot pursuits are only appropriate when it is believed an individual has committed, is committing, or is about to commit a crime or there is probable cause for an arrest.
  • According to the new policy, foot pursuits can no longer be initiated for criminal offenses less than a Class A misdemeanor.
  • Foot pursuits also must be discontinued if someone is injured and requires immediate medical assistance; if officers are unaware of their location; and if the need to apprehend the subject is not worth the risk to responding officers, the public, or the subject.
  • Supervisors can also instruct officers to discontinue a foot pursuit at any time.
  • All officers are required to notify the Office of Emergency Management and Communications of a foot pursuit and will activate their body-worn cameras to record the entire incident.
The Chicago Police Department will collect public feedback on the policy revisions through July 15, 2021. They have also said that they will facilitate community meetings throughout the city, as well as targeted discussions with community organizations and individuals who have
direct experiences. The Department will hold a live virtual webinar on June 1, 2021, to review the policy and answer general questions from the public.

Applications for Chicago Works Community Challenge Now Open
The city announced the Chicago Works Community Challenge last week. The Mayor’s Reimagine Chicago award is a $10M community investment award that will make seven awards of up to $1.5M for each of Chicago’s 7 planning regions. Awards will be issued to fund community-identified enhancements to city-owned properties including, public parks, schools, libraries, or city-owned vacant lots in residential zones through the Chicago Works capital plan. The City expects the projects like playground improvements in parks, co-working space or meeting room upgrades in libraries, and community gardens or playgrounds on vacant lots. 

Starting June 1, applications will be available for proposals until September 1. Finalists in each region will partake in community feedback and engagement sessions between October and December. Winners will be selected for funding based on a range of criteria, including financial feasibility, community preferences, project design, and impact. The City will aim to break ground on many of the projects in 2022.   
Awardees will be selected through a multi-phase process. First, eligibility will be determined by a prescreening process that will confirm if the land or facility proposed can receive funding under Chicago Works capital plan guidelines. After the initial screening, the proposals will be subject to deep community engagement and an evaluation process based on feasibility, design, community input, and impact.   

Eligible projects must be located on residentially zoned City-owned vacant lots (directory here) or in facilities operated by Chicago Public Schools, Chicago Park District, or Chicago Public Library.

Chicago Emergency Rental Assistance Program Now Open
The application period for the Chicago Emergency Rental Assistance Program (ERAP) will open for tenants and landlords at 9 am on Monday, May 24. The application will close at 11:59 pm on Tuesday, June 8.

ERAP will provide grants of up to 12 months of unpaid rent and three months of future rent for eligible tenants and landlords.

To be eligible, tenants must:
  • Live in Chicago
  • Have suffered a hardship due to COVID-19, such as job loss, reduced hours, or illness within the household
  • Be at risk of housing instability
  • Have earned less than the maximum household income listed below during 2020 or at the time of application

2021 Illinois Rental Payment Program Now Open
The Illinois Housing Development Authority began to accept applications for its 2021 Illinois Rental Payment Program on Monday, May 17. 

ILRPP is an emergency rental assistance program designed to support households in Illinois that are unable to pay rent due to the COVID-19 pandemic. Applicants are eligible for up to 15 months of assistance. The grant can cover the past due rent from the previous 12 months and future rental assistance for the next three months, if deemed necessary. The maximum grant amount is $25,000. The emergency rental assistance is provided by the Federal government and is free to tenant and housing provider. If approved, the grant will be paid to the housing provider in the form of a check.

Mortgage Assistance Grants Now Available

Neighborhood Housing Services of Chicago has approximately 450 mortgage assistance grants remaining that they are trying to distribute by December 10th to City of Chicago homeowners in need of mortgage assistance. 

The maximum assistance for homeowners (1-4-unit properties only) is $3,300.  The following are general program requirements:

  • Must reside within the Chicago city limits
  • Provide a government-issued photo ID
  • For Homeowners: Demonstrate their total household income was at 120% or below the Area Median Income (AMI) prior to March 1, 2020
  • Have experienced a change in their financial status (after March 1, 2020) due to the COVID-19 crisis
  • Mortgage must be in arrears or in a forbearance plan

CTA Reducing Fares for 1, 3, and 7-day Passes this Summer 
The Chicago Transit Authority (CTA) announced a promotion on fares that will make public transit even more affordable and convenient for residents and visitors.

As part of the City’s “Open Chicago” initiative to reopen the city and bring back events, festivals, dining, and other indoor and outdoor activities, the CTA is reducing the price on three of its existing unlimited-ride pass products to welcome back customers, attract new riders and encourage existing customers to use transit more often.

From Memorial Day weekend (Friday, May 28) through Labor Day (Monday, September 6), the CTA will offer attractive discounts on three of its unlimited-ride passes:
  • One-day pass: $5 (down from $10)
  • Three-day pass: $15 (down from $20)
  • Seven-day pass: $20 (down from $28)
The promotional fares will be available for purchase at Ventra Vending Machines at CTA rail stations, on the Ventra app, on the Ventra website, at over 1,000 retail locations, and by calling Ventra customer service at (877) NOW-VENTRA (669.8368).

The City is Seeking Feedback on Electricity Franchise Agreement
The City of Chicago is seeking public feedback on the electricity franchise agreement. Through a Request for Information (RFI) process, the City is evaluating whether to enter into a new franchise with the current electricity delivery company (ComEd) or to explore awarding a franchise to a new franchisee(s).

The City anticipates moving to the next stage of its franchising process later in 2021. That stage of the process will include a successful negotiation of the following with the prospective franchisee(s):

  1. A Franchise Agreement that grants an entity the right to provide electricity and use the public way, and
  2. An Energy and Equity Agreement that establishes environmental and consumer objectives that an entity and the City will pursue together.

Emergency Broadband Benefit

Starting May 12, 2021, eligible households can begin applying for the Emergency Broadband Benefit through the FCC.

Who Is Eligible for the Emergency Broadband Benefit Program?
A household is eligible if a member of the household meets one of the criteria below:

  • Has an income that is at or below 135% of the Federal Poverty Guidelines or participates in certain assistance programs, such as SNAP, Medicaid, or Lifeline;
  • Approved to receive benefits under the free and reduced-price school lunch program or the school breakfast program, including through the USDA Community Eligibility Provision in the 2019-2020 or 2020-2021 school year;
  • Received a Federal Pell Grant during the current award year;
  • Experienced a substantial loss of income due to job loss or furlough since February 29, 2020 and the household had a total income in 2020 at or below $99,000 for single filers and $198,000 for joint filers; or
  • Meets the eligibility criteria for a participating provider's existing low-income or COVID-19 program.


Northside Community Resources Offers Help to Seniors Applying for Illinois Health Benefits
Northside Community Resources' multicultural program is helping seniors apply for the new free Illinois health benefits for immigrant seniors. This program offers health benefits to seniors regardless of their immigration status.

ComEd Small Business Assistance Program

ComEd's Small Business Assistance Program provides eligible small business customers, with a one-time grant of up to $1,000 towards a past due balance, once every 12 months. Eligible customers may also place a remaining balance into a payment plan of up to six months.


Small business customers applying for this program must meet the following eligibility requirements:

  • Have an active ComEd service account (includes customers disconnected within the past 30 days).
  • Use less than 1400 kilowatts (kWs) of peak demand. This includes customers who are
    0-100kW or watt hour. To confirm the amount of kWs your business uses, reference your ComEd bill (see sample bill).
  • Have a past balance, per the bill due date.
  • Have not received Nonprofit Special Hardship grants in 2020.

Chicago Vendor Impact Fund

As part of the City’s efforts to increase the capacity and competitiveness of our local, diverse vendor community, the City is pleased to announce the launch of the $25 million Vendor Impact Fund. The Vendor Impact Fund will provide priority access for City vendors certified as Minority-Owned Business Enterprises (MBE), Women-Owned Business Enterprises (WBE), Veteran-Owned Business Enterprises (VBE), and Business Enterprises Owned or Operated by People with Disabilities (BEPD) to loans from the federal Small Business Administration (SBA) Paycheck Protection Program (PPP) and 7(a) loan program. The City and its partners will seek to provide all Vendor Impact Fund loan applicants with the best offer available and will work with applicants to determine which product is the best fit. All loan applications will be administered through Community Reinvestment Fund, USA (CRF) with the support of Goldman Sachs 10,000 Small Businesses.

COVID-19 Economic Injury Disaster Loans
In response to the Coronavirus (COVID-19) pandemic, small business owners, including agricultural businesses and nonprofit organizations in all U.S. states, Washington D.C., and territories can apply for an Economic Injury Disaster Loan (EIDL). The EIDL program is designed to provide economic relief to businesses currently experiencing a temporary loss of revenue due to coronavirus (COVID-19).

Illinois Beverage Association Scholarship Opportunities
The Illinois Beverage Association and Pepsi Co. have partnered with the City Colleges of Chicago to provide scholarships and professional
mentoring to residents seeking post-secondary education degrees or trade certificates. It is based on a successful three (3) year pilot program between PepsiCo and City Colleges of Chicago.

This initiative is designed to prepare local students for the current and future job market by training them in the skills employers are looking for. It will also provide students with financial support in the form of scholarships and mentoring and leadership training from PepsiCo employees.

Students will also have the opportunity to apply for internships and jobs at PepsiCo. As part of that program, PepsiCo committed to hiring 40 new employees annually from Richard J. Daley College and Olive-Harvey College.

Disrupting the School-to-Prison Pipeline Project

Legal Aid Chicago’s unveiled a new Disrupting the School-to-Prison Pipeline Project to address issues intersecting with education justice and legal advocacy for young people.

Across the United States, students of color, students with disabilities, LGBTQ+ students, and youth in foster care are disproportionately disciplined in school and more likely to be involved in the criminal legal system. Legal Aid Chicago's project seeks to disrupt these trends through representing young people in school discipline cases - which includes suspensions, expulsions, informal school pushout, transfers to alternative schools, and discipline during remote learning - and supporting with juvenile records expungement.

Northside Community Development Corporation has an immediate full-time employment opportunity for a Housing Counselor in its Homebuyer/Foreclosure Prevention Department. Doctors Test Centers (DTC) Job Opportunities

The Chicago Department of Aviation (CDA) has long been an economic engine for the City and region at large. They recently announced that they will begin offering the most comprehensive COVID-19 testing of any airport in the country at O’Hare and Midway International Airports.

The program will require a workforce to fill the more than 100 available positions.  Doctors Test Centers (DTC) has been selected as the vendor to assist the CDA with the endeavor.
