Please be advised that the 49th Ward office will be closed on Monday, May 15, for the inauguration. As we enter a second term, we look forward to continuing to work with the diverse residents that make up the 49th Ward to tackle challenges facing the neighborhood and city, and continuing to create strong community bonds.
The ward office will reopen on Tuesday, May 16, at 9 am.

The City of Chicago continues to see an increase in the number of asylum seekers coming to Chicago being sent by buses and planes from the border. With Title 42 expiring this week, we expect another surge of migrants crossing the border and being sent to Chicago. As the City expects an influx of asylum seekers arriving in the coming weeks, our office has been engaged with State and Federal officials and city departments on how we can prepare for the surge. As the City has continued to take on additional individuals and families, it has struggled to find appropriate spaces for respite centers and shelters, as well as struggles with staffing shortages.
In March, the City and State applied for FEMA funding to help provide the necessary funds to respond to the crisis. Of the City's $66.7 million request, it only received $4.3 million; the State also only received $4.3 million. In the coming weeks, FEMA will release another round of nationwide funding to respond to the influx of asylum seekers. As the City prepares to submit an application for monies, the Mayor's office and a delegation of Chicago congresspeople have been in conversations with FEMA about the scope of the application.
This week, the Committee on Budget and Government Operations approved the allocation of $51 million from the City's emergency funding to respond to the ongoing migrant crisis.
In anticipation of the surge, Mayor LIghtfoot declared the migrant crisis an emergency earlier this week. By declaring an emergency, it grants special appropriation authorization to the Chief Procurement Officer. The emergency declaration also reserves the right to have the Mayor call on Governor Pritzker to mobilize the National Guard to provide staffing and logistical support if needed.
In the 49th Ward, Leone Beach is still serving as a respite center for migrants awaiting overnight shelter. We have also worked with community partners to free up space in the 24th District during the day to provide relief to both our officers and the migrants. Starting this week, volunteers have been transporting migrants to the Family Empowerment Center during the day, where they can shower and receive food. Later in the afternoon, migrants are then transported to the United Church of Rogers Park, where volunteers and organizations provide them with resources and information on a variety of services. In the evening, migrants are then transported back to the station while they await space in a respite center or shelter.
We will continue to share updates on the rapidly evolving situation as we have them. We appreciate our community's outpouring of generosity and support to welcome asylum seekers with open arms.

Community Alert: Child Luring Attempt

On Monday, May 8, a man at Pottawattomie Park approached a female juvenile and invited her to his home in exchange for money. A nearby citizen witnessed what was happening and interjected to help get the minor safely into the fieldhouse where 911 was called.
The suspect is described as a black male between the ages of 25-30 years old. He is approximately 6'-6'2" and 165-175 lbs. He is described as having a dark complexion and was wearing a hooded Michael Kors raincoat with black jeans and black shoes at the time of the incident. He has a thick accent and is missing his upper front teeth.
Police are asking anyone with information about this incident to contact the Area Three Bureau of Detectives at 312-744-8261. Anonymous tips can be submitted to TIPSOFT.com. Please reference RD# JG253121 when conveying information to the police on this incident.

Share Your Feedback on the
Affordable Housing Proposal at Howard & Paulina

On April 26, our office hosted a community meeting to discuss Housing For All's proposal to develop a mixed-use, 100% affordable workforce housing development at the corner of Howard and Paulina. The proposal is required to go through the Planned Development process due to the size and scope of the project.
The proposal includes plans to construct 104 units, 82 of which would be set aside for households earning at or below 60% of the Area Median Income (AMI). The remaining 22 would be set aside for households earning at or below 30% AMI. 10% of the units would be set aside as type A fully accessible units, with another 20% set aside as easily adaptable to fully accessible.
There will be a total of 14,968 square feet of rentable retail space upon completion of the project. The developer will work closely with the existing businesses so as not to displace them, including the post office on Paulina. They will also explore new market tax credits, which could help them pass cost savings to potential commercial tenants to keep prices affordable and encourage economic development in the area.

Property Tax Appeal Assistance Events
|
|
49th Ward residents have two opportunities to receive one-on-one assistance filing an appeal with the Cook County Assessor's office before the township closes on May 25.
Cook County Commissioner Josina Morita will be joined by staff members from Cook County Assessor Kaegi’s office on Wednesday, May 17, for a property tax appeal event for the Rogers Park Township. Staff will be on-site to help answer questions and help property owners file an appeal. The event will take place in the Rogers Park Branch Library, 6907 N. Clark, from 1:30 pm to 3:30 pm on Wednesday, May 17.
On Thursday, May 18, representatives from Cook County Commissioner Josina Morita's office will come to the 49th Ward government services office, 1447 W. Morse, to provide one-on-one assistance to property owners. Representatives will be in the office between 1 pm and 4 pm.

File a Property Tax Appeal by May 25 for the Rogers Park Township
|
|
The Rogers Park Township is now open for property tax appeals through the Cook County Assessor's Office. Filing an appeal is one way that property owners can lower their property tax bill.
When a property owner files an appeal, they are not appealing the taxing bodies' levies; rather, they are appealing the assessed value of their property. Filing an appeal will never result in a higher assessed value of the property, and property owners should file an appeal every year. If a property owner's appeal is accepted, the changes to the property's assessed value will be reflected in the second installment property tax bill received in 2024.
Property owners have until Thursday, May 25, to file an appeal with the Cook County Assessor. The Assessor's Office has created a user-friendly online portal to help property owners file an appeal. You can access more information and file an appeal online by clicking here.

Sewer Main Replacement Project (PN7439):
ComEd is working at the intersection of Rogers, Greenview, and Howard to restore its conduit ducts. This has caused a delay in the reopening of the intersection, and it will remain closed beyond May 1. As soon as ComEd finished up its work, crews will be able to pour a concrete base to reopen the intersection. Please continue to plan your commute around the closure of this major intersection.
On Friday, crews began pouring the concrete base on Greenfiwe south of Howard. The sewer installation on Greenview was completed this week, and crews will pour the concrete base some time next week weather permitting.

Update on Lake Shore Drive Resurfacing Project
|
|
The Chicago Department of Transportation (CDOT) today announced updated traffic impacts related to the ongoing resurfacing of North DuSable Lake Shore Drive (DLSD) between LaSalle Drive and Lawrence Avenue. Upcoming work will require temporary full closures of all southbound lanes beginning the evening of Sunday, May 14. The full upcoming schedule is as follows:
Northbound impacts:
Thursday, May 11: Beginning at 8 p.m., northbound DLSD will be reduced to one lane between LaSalle Drive and Lawrence Avenue. The exit and entrance ramps at LaSalle, Fullerton, Recreation Drive, Irving Park Road, Montrose, Wilson, and Lawrence will be closed.
Friday, May 12: The work starting Thursday night requiring traffic to be reduced to one lane will continue through the day on Friday, May 12. Three lanes of traffic will be reopened to traffic by 2 p.m.
A single northbound lane closure will remain in place through the weekend until the morning rush hour on Monday, May 15. Final surface paving work is expected to begin on Tuesday, May 16, and will require the night-time closure of three northbound lanes. The work will include a signed reduced speed limit to 35 mph.
Southbound Impacts:
Sunday, May 14: Beginning at 3 p.m., southbound DLSD will be reduced to one lane between Lawrence Avenue and Irving Park Road. The southbound entrance ramp at Lawrence Avenue and the entrance and exit ramps at Wilson, Montrose, and Irving Park Road will be closed. Beginning at 7:00 p.m., all lanes of southbound DuSable Lake Shore Dr. will be closed between Lawrence Ave. and Irving Park Rd. Traffic will be detoured to Marine Drive. All lanes will reopen at approximately 6 a.m.
Monday, May 15: Beginning at 4:30 p.m., southbound DLSD will be reduced to one lane between Lawrence Avenue and Irving Park Road. The southbound entrance ramp at Lawrence Avenue and the entrance and exit ramps at Wilson, Montrose, and Irving Park Road will be closed. The work will include a signed reduced speed limit to 35 mph. CDOT advises drivers to plan ahead and allow extra time when traveling on DLSD, to take alternate routes if possible and encourages people to use public transportation. Drivers are urged to pay close attention to flaggers and construction signage when entering and driving near work zones, obey the posted speed limits, drive with extra caution, and be alert for workers and equipment.

Community Gardening Day at Pottawattomie Park May 13
|
|
This Saturday, weather permitting, the Pottawattomie Park Advisory Council will be breaking ground on the new community garden to be located on the north end of the park near Fargo and Wolcott. The work will start at 10:00 am and will stop for the day at 12:00 pm.
Volunteers will be clearing out gravel and preparing the area for topsoil delivery and future planting. All are welcome and all skills and abilities will have important work to do for this project. Tools will be provided but folks are encouraged to wear sturdy shoes and work gloves.
Gardening at the park will occur most Saturdays from 10:00 am until 12:00 pm.

Adolescents Can Get Paid to Sleep!
|

The Promoting Urban Adolescent Sleep Health (PUSH) Study aims to better understand individual, family, and neighborhood factors that impact adolescent sleep health-- with an emphasis on stress and discrimination experiences. The study involves one in-person session where an adolescent and parent will each complete a 1-hour survey. Adolescents will be given a watch to track their sleep and will then answer short surveys twice a day for a week regarding their sleep. After successfully completing the entire study, parents can be compensated up to $55 and adolescents up to $180.

Neighborhood Access Program Accepting Idea Submissions

DCASE is now accepting idea submissions for the 2023 Neighborhood Access Program. This program provides grants for all types of neighborhood-based arts and cultural activities taking place in Chicago between October 1, 2023, and December 31, 2024. Applications for 2022 Property Tax Exemptions Now Open
|
|
Mark your calendar! The Cook County Assessor tax year 2022 exemption applicaitons will open on Monday, April 10! Exemptions are savings that contribute to lowering a homeowner’s property tax bill. The most common is the Homeowner Exemption, which saves a Cook County property owner an average of $973 dollars each year.
Before existing and new homeowners apply, there are a few things to know that will save them time and effort.
First, existing homeowners should determine which exemptions they received last year (tax year 2021) and determine if they will automatically renew this year (tax year 2022). The Assessor’s Office will continue the automatic renewal of the Homeowner, Senior, Senior Freeze, Veterans with Disabilities, and Persons with Disabilities Exemptions. Homeowners can check their exemptions by visiting the Cook County Portal and reviewing the Exemption History section.
Next, new homeowners, first-time applicants, or those that need to reapply can now do so online using a new form that consolidates the five most common exemptions into a single application. This allows homeowners to simply check mark the exemptions they want to apply for, only having to submit required documents once.
Homeowners are strongly encouraged to apply online. Not only will they save trees, but they will also have a digital record that allows Assessor staff to provide a status update.

End of Public Health Emergency Means Changes for COVID-19 Vaccines, Tests, Treatment, and Re-Enrollment for those on Medicaid

|
COVID-19 vaccines, tests, and treatments will continue to be widely available in Chicago even as the federal Public Health Emergency declaration ended on May 11. The Chicago Department of Public Health (CDPH) will also continue to closely monitor and publicly share local COVID-19 data, including local variant and wastewater data.
But Chicagoans should be aware of the changes, including that COVID-19 tests, treatments, and vaccines will no longer automatically be at no cost for everyone. Health insurance companies, for example, will need to start paying for these COVID countermeasures for their members rather than relying on the federal government. CDPH remains focused on supporting uninsured Chicagoans to continue to be able to access COVID vaccines and treatments.
Another important change is that those with Medicaid insurance coverage will again need to re-enroll in the program in order to maintain their benefits.
The following are some of the changes that Chicagoans as a result of the public health emergency ending on May 11
Vaccines
Vaccines will still be widely available for all Chicagoans ages six months and up, including at doctors’ offices, hospitals, pharmacies, community health centers, City-operated clinics, and the Mobile CareVan. For as long as these federally purchased vaccines remain available, COVID-19 vaccines will remain free for all Chicagoans, regardless of insurance coverage.
In April 2023, the Biden Administration announced that it will plan to buy discounted doses for community health clinics, pharmacies, and federal, state, and local vaccination programs, including CDPH’s, that traditionally deliver vaccines to the uninsured. Medicare, Medicaid, and private insurance providers will continue to pay for vaccines for adults and children. Go to vaccines.gov to locate vaccine providers near you.
Testing
Both at-home rapid antigen tests and lab-based PCR tests will continue to be available in Chicago, although they may no longer be at no cost for everyone.
At-Home tests will continue to be available in pharmacies but private insurance companies will no longer be required to pay for at-home tests, and Medicare recipients will no longer receive free at-home tests. Medicaid will continue to cover the cost of at-home tests. Contact your insurance provider for more information.
The City will maintain tests and a distribution plan in the case of a surge.
Lab-based PCR tests will continue to be available at select pharmacies, hospitals, and health clinics. Medicare and Medicaid will continue to pay for lab-based tests, but private insurance companies may decide to require co-pays for them.
Select pharmacies and health clinics will continue to offer free PCR tests through funding from CDC for those without insurance.

Treatment
Therapeutics to treat and limit the severity of COVID-19, including Paxlovid, Molnupiravir, and Remdesivir (Veklury), will continue to be available from physicians, hospitals, and pharmacies.
Under the HHS Bridge Access Program, the Center for Disease Control and Prevention will contract with pharmacies to offer oral antiviral treatments with no out-of-pocket cost to uninsured individuals.
Medicare and Medicaid will continue to cover these treatments through at least September 2024 (Medicaid) and December 2024 (Medicare).
For those with private health insurance, coverage and out-of-pocket costs will vary based on their insurance provider and plan. Individuals should contact their insurance provider for more details.
Medicaid redeterminations
During the COVID-19 pandemic, the U.S. Government instructed states to maintain continuous enrollment in Medicaid programs to ensure no one would lose access to healthcare coverage. The automatic re-enrollment in Medicaid ended with the end of the public health emergency. Individuals and families that receive health insurance through Medicaid will need to be re-authorized for coverage.
The Illinois Department of Healthcare and Family Services (HFS) will be contacting Medicaid enrollees regarding eligibility redetermination. Information will be mailed to different households at different times, starting in May and continuing for the next 14 months, and it is important that residents make sure their addresses are up to date with HFS:
Surveillance and data reporting
CDPH will continue to use all available data to track COVID-19, including data about cases, severe disease, and healthcare burden, along with variant and wastewater monitoring to inform public health activities. Weekly updates to the CDPH COVID-19 data dashboard will continue to be posted on Wednesdays at 5:30 pm.
After May 11, due to changes in data reporting streams as the public health emergency ends, CDC will no longer be able to calculate COVID-19 Community Levels (CCLs), and the indicator will be discontinued. CDPH will continue to monitor multiple local data sources to inform local public health guidance and interventions.
Even with the end of the public health emergency, Chicagoans should continue to be aware of COVID-19 and remember the steps they can take to protect themselves, their loved ones, and their communities:
- Stay up to date with COVID-19 vaccines. Vaccines remain the best line of defense against severe illness, hospitalization, and death. This is especially important for older adults, people with disabilities, people who are immunocompromised, and people with underlying medical conditions.
- Effective treatments for COVID-19 are available. If you test positive for COVID-19, contact your healthcare provider, health department, or community health center to learn about treatment options. Treatment must be started within 5–7 days of developing symptoms to be effective.
- People can also protect themselves and others by wearing a mask, getting tested and staying home if experiencing COVID-19 symptoms, and improving ventilation when indoors.

IHDA Mortgage Assistance Program
|
|
The Illinois Housing Development Authority (IHDA) has extended its mortgage assistance program designed to assist homeowners financially impacted by the pandemic. The Illinois Homeowner Assistance Fund (ILHAF) provides up to $60,000 in mortgage assistance to eligible homeowners—paid directly to the servicer, taxing body, or other approved entity—while homeowners work to regain their financial footing. Whether homeowners have a mortgage, a reverse mortgage, or are mortgage-free, the program can fund past due housing payments and up to three months of prospective mortgage payments.
The program is free, and funds do not need to be repaid. Application, program information, and updates can be found at illinoishousinghelp.org or by calling the ILHAF hotline at 1-866-IL-HELP (866-454-3571).

ComEd Launches New Assistance Programs
|
|
ComEd recently issued the attached news release to announce new and enhanced customer assistance options that will make more customers aware of the help available, provide more grants to help with electric bills, and remove barriers customers sometimes face when accessing assistance options.
ComEd’s new assistance offerings include:
- Catch Up and Save: A two-part program that first provides monthly credits to a customer’s bill to eliminate past-due balances. To help families save on future energy bills, the program also provides a free energy savings kit while supplies last. Each kit includes home products designed to help lower home energy use while improving the efficiency of the home.
- Fresh Start Services: To help customers become aware of and navigate the options available to manage bills and energy use, ComEd offers both online and person-to-person help. This service also offers customers tools that will alert them when their energy use is trending higher than usual and help them be aware of financial assistance programs they may be eligible for.
- Your Neighbor Fund: To be funded by donations from ComEd’s 6,000 employees who proudly work and live in the communities the energy company serves. This fund, managed in collaboration with Neighborhood Housing Services, provides another needed source of grant money to help limited-income families pay their ComEd bill.

Spring is here, which means it's a great time to start thinking about events for our community alfresco spaces! In Rogers Park, we have two public spaces available for community use. Both spaces, one on Glenwood between Morse & Lunt and the other at Jarvis Square (Jarvis Red Line) are available for anyone in the community, including businesses in the area, to use.
Because both spaces are open to the public and are located in the public way, admission to any events must be free. Food, drinks, or merchandise can be sold with proper permitting and licensing.
