Happy first week of May neighbors.

We have a lot to celebrate and be grateful for this week. Roughly 49% of ward residents have received at least the first dose of vaccine (and there are more community events to come); we had over 200 people attend our Anjanette Young Ordinance Town Hall and are up to 20 co-sponsors; and Kilmer Elementary School has been awarded the first special program for a 49th Ward school in 30 years (read more below)!

I’ll keep my comments brief this week as there’s much to read below. Check out our celebrations and appreciations, legislative updates with opportunities for you to take action, and the job opportunities this week.

Kilmer Receives an IB Program!

Coming into office, I promised that one of my top priorities would be neighborhood schools. I’m proud to share that after four years of applying through a competitive process, this week Kilmer Elementary was granted an International Baccalaureate (IB) program! With one of the most diverse student bases in the city, Kilmer is the perfect candidate to usher in this program. IB programs provide students with a challenging curriculum intended to foster their skills in critical thinking and problem solving from a diverse and international mindset. This program will only build on the strong foundation of learning that the Kilmer community has already built. This is the first special program granted to a 49th Ward school in 30 years. We can accomplish so much when together we work to support our neighborhood schools.

Our office has heard from residents time and again that we need to make our neighborhood schools first choice schools for Rogers Park families and students. The addition of this competitive curriculum at Kilmer puts us one step closer to realizing that goal. I was proud to support Kilmer in their application process and look forward to throwing the same support behind other neighborhood schools in their efforts.

Thank you to Principal Papagianis for your tireless advocacy on behalf of the Kilmer community. Thank you as well to all the staff at Kilmer Elementary for your dedication to your students and their families. And, of course, thank you to the Local School Council members who championed the efforts to bring this program to our neighborhood school.

After Being Exonerated, Neighbor Returns Home to Help Others with Legacy Barber College
Juan Rivera was wrongfully convicted for rape and murder in 1992. 20 years later, he was exonerated due to DNA evidence. Juan has returned to his roots in Rogers Park to make good on a promise he struck in prison with a guard: to give back by helping youth in underserved communities carve a path towards a successful career.

Rivera opened Legacy Barber College, 1546 W. Howard, with his former prison guard, Bobby Mattison, earlier this year. The barbershop has partnered with Evanston Township High School and Oakton Community College in Des Plaines to offer alternative programs and college credits. The program also offers education on financial literacy, customer service, and how to run a business. Community members can also enroll in the school by visiting Legacy Barber College's website.

Legislative Updates
Take Action - Help End Violent Police Raids 
On Tuesday night, over 200 people gathered in a virtual space to learn about the Anjanette Young Ordinance that Alderwoman King (4th), Hairston (5th), Coleman (16th), Taylor (20th) and Hadden (49th) introduced to City Council in February. We shared information about what the ordinance does to protect the human and civil rights of Chicagoans and why it's necessary. 

We were joined at the event by Ms. Jolanda Blassingame and Ms. Anjanette Young, both Black women who have had their rights violated by Chicago Police through traumatic raids conducted in their homes. In both instances police were in the wrong place and looking for people that didn't live there. Too many families have been traumatized by these raids and Black and Brown communities are being hit the hardest. Our ordinance will codify reformed procedures in city code bringing an additional layer of protection to hold police accountable.

But we need your help to get the ordinance passed.

Mental Health Resources in Chicago
The Collaborative for Community Wellness is a collaborative that brings together mental health professionals, community-based organizations, and community residents to address the lack of mental health access in the city and to redefine mental health to match the needs of the community.

They are circulating a petition calling on Mayor Lightfoot to commit to spending a portion of the American Rescue Plan to rebuild Chicago's mental health infrastructure. We have seen an increased demand for mental health resources during the pandemic. In order to meet the needs of our residents and truly serve them, it's imperative that we rise to the occasion by expanding mental health resources.

Sign the Petition to Support Just Cause Eviction in Chicago
Just Cause to Evict is a well-tried and tested solution to protecting tenants' right to housing. ​Just Cause for Eviction exists in some form in 7 states and more than 15 cities, including New Jersey, Massachusetts, Los Angeles, San Francisco, Seattle, and Washington, D.C. ​In addition, tens of thousands of Chicago subsidizing housing units have been under Just Cause requirements for decades.

Just Cause requires a landlord to demonstrate one of two reasons for eviction:

1. Tenant fault. Examples include:
  • Non-payment of rent
  • Causing damage or disruptance
  • Unlawful activity
2. A reason independent of the tenant. Examples include:
  • Taking the unit off the marking
  • Renting to relatives
The landlord is required to pay relocation assistance to the renter when evicting due to an independent reason. If the tenant is at fault, the landlord does not have to pay relocation assistance. It is a common misconception that landlords are unable to evict "problem tenants" under Just Cause.

People's Ordinance 101 Town Hall May 12 @ 6pm
The coalitions behind the Civilian Police Accountability Council (CPAC) and Grassroots Alliance for Police  Accountability (GAPA) ordinances have united and created an ordinance to transform policing in Chicago, the Empowering Communities for Public Safety Ordinance.
Join the Jewish Council on Urban Affairs to learn about it in the People's Ordinance 101 on Wednesday, May 12 at 6pm. I'm proud to have been a co-sponsor for both ordinances and now for the unity ordinance as well.

Indian Boundary Lines Marker Survey
On April 19, the Rogers Park/West Ridge Historical Society co-hosted a community meeting with my office to discuss the Indian Boundary Lines Marker that is being evaluated as part of the Chicago Monuments Project. It is one of 41 monuments currently under evaluation citywide, and the only one in Rogers Park.

The purpose of the project, as stated on the Monuments Project Website: "Monuments and memorials have become a focal point for conversation, protest, and activism in the city of Chicago. In response, the city has created a committee to review the city’s collection of monuments and recommend solutions."

CPS has recently begun reevaluating its school accountability system (called the SQRP or School Quality Rating Policy). One of the primary goals is to determine what parents need to know to select the best school for their child, be it right in their neighborhood or beyond. In order to assist with this process, we are asking Rogers Park parents how YOU make this decision, whether you are a parent of a current elementary or high school student or a parent with a young child soon to enter school.

Sign a Petition to Ask the Chicago Park District to Install Life Ring Stations Along the Lakefront
Every year, we lose lives to drowning in Lake Michigan. The solution to reduce the number of lives we lose is simple: make floatation devices publicly available along our lakefront. We already have these life ring stations along the Chicago River and at our pools, it's past due to bring them to the lakefront.

Chicago Aldermanic Black Caucus Foundation
2021 Scholarships
The Chicago Aldermanic Black Caucus (CABC) is proud to announce the 2021 Chicago Aldermanic Black Caucus Foundation Scholarships! In my role as Alderwoman of the 49 th Ward, it’s important to increase the power of young students and support them as they embark on their journey of higher education. We're excited to continue to invest in our local youth with this initiative.

Our annual scholarship program is a four-year renewable award available to students pursuing a two or four-year degree from an accredited college or university. The scholarships total $10,000 over a 4-year period and are given to students to help alleviate the cost of tuition, fees, room and board, and books.

In order to be considered for these awards, an application and essay must be completed and submitted by no later than June 1, 2021. Awards will be announced to students on June 15,
2021 and all awardees will be asked to attend our Juneteenth Fundraiser Gala on Saturday, June 19, 2021, to receive their award.

Description of Eligibility:
  • Attend (or plan to attend) a 2 or 4-year accredited college or university as a full-time student
  • Complete the required electronic application
  • Submit ONE recommendation from a teacher, faculty member, coach, or community leader
  • Complete the 500-word essay prompt about your City of Chicago policy change
  • Submit completed application no later than June 1, 2021, at 11:59 PM CT

Loyola University Move-Out Day Scheduled for May 7-10
Loyola University has scheduled their student move-out day for May 7-10. In preparing for the move-out, Loyola has worked closely with the Department of Transportation and the Office of Emergency Management and Communications to try and make the process easier for neighbors living in the Loyola area. 

During the move-out dates, you will see "No Parking" signs posted in the following areas:
  • Loyola Ave (Kenmore to Lake) for Santa Clara Hall
  • North Shore (Sheridan to alley, both sides) for Bellarmine
  • Winthrop from West Sheridan to Granville on different days and times (Simpson, Regis, Francis, LeMoyne, Seattle, Xavier, Fairfield, and Spring Hill)
  • Kenmore (Granville to Rosemont, east side only)
Please be advised that upper-class students rent apartments in the area that are not operated by the university. While Loyola does not make special arrangements for those moves, they have requested special attention to no-parking areas around Loyola with Streets and Sanitation. This means that students who park in the tow zones, block fire hydrants, or block driveways and alleys will face the same consequences as residents living in the Loyola area. 

Loyola residents and their families are expected to wear masks and practice social distancing during move-outs to protect each other and our communities. 

Loyola University has made itself available to discuss Loyola students and their presence in the neighborhood to try and foster a positive relationship between the school and neighbors. Artists of the Wall Returns to Loyola Park
this Year over Father's Day Weekend
The Loyola Park Advisory Council (LPAC) worked closely with the Park District to resume the tradition of the Artists of the Wall event this summer! The event will take place 3 days over Father's Day weekend, or June 18 through June 20.

This year, the fest will look a little different than in previous years. The LPAC will adhere to the safety protocols put forward by the City and the Park District to make sure that participants are safe as we continue to combat COVID-19. 

This means that the event will be limited to 50 participants per day. The fest will take place over 3 days to allow for more social distance for painters. Throughout the 3 days, participants will also be required to wear a mask. 

A total of 150 spaces will be painted over the 3 days, or 50 spaces per day. There is a staircase at the center of the wall that leads into the park with odd-shaped spaced. The LPAC is designating this area as a COVID memorial where people can paint a name or a message about the past year to share with our community.

COVID-19 Updates
As we continue to combat COVID-19 across the city, state, and country, we are bringing back our section with the most up-to-date information on the ongoing public health crisis and any changes that are being implemented to address it. Information on aid and relief programs will continue to be housed in the "Need to Know Info" section of this newsletter. 
Chicago Residents 18+ Now Eligible
to Receive a Vaccine at the United Center

All Chicago residents (18 and older) are now eligible to be vaccinated at the United Center. Residents may register online at using voucher code: CHIZIPVAX21 (case sensitive).

Appointments may also be made by calling the City’s vaccine call center at 312-746-4835 (Monday to Saturday 8:00 am - 8:00 pm and Sunday 8:00 am - 4:00 pm).

The United Center will be administering the Pfizer vaccine.

Chicago Department of Public Health Extends
COVID-19 Vaccine Eligibility at City-Run Sites

The Chicago Department of Public Health (CDPH) announced this week that it was extending vaccine eligibility at all City-operated vaccination sites to Chicagoans 16 and 17 years old starting immediately. Chicagoans under 18 must have a parent or guardian present during their appointment, and those 16 and 17 can only receive a Pfizer dose.

With an increase in vaccine supply, City-run sites will also start accepting walk-ins beginning Friday, April 23, as availability allows. People are still encouraged to make appointments ahead of time to guarantee themselves a dose. With the expanded eligibility, young people are encouraged to bring older relatives along to be vaccinated, too.

The City moved to Phase 2 of COVID-19 vaccine eligibility on April 19, but initially limited eligibility at City-run sites to those 18 and over. Anyone 16+ living in the City of Chicago can look for vaccine appointments at or use the City's COVID-19 Vaccine Finder to identify additional vaccine providers. To book an appointment on Zocdoc, Chicagoans under 18 must have a parent or guardian book vaccine appointments on their behalf. For City of Chicago sites, individuals under the age of 18 seeking vaccination need to be accompanied by a parent or legal guardian. The City-run sites will vaccinate emancipated minors, although they need to bring their court order confirming their status. Married minors can also get vaccinated and need to bring their marriage certificates.

New appointments will be added frequently, and people are encouraged to check back regularly. Chicagoans can also book vaccine appointments by calling the City’s COVID-19 Help Line at (312) 746-4835.

The vaccine is offered at no cost, and insurance is not required. Documentation regarding immigration status is also not required. Proof of address is required for all first dose appointments at City sites, with the exception of United Center. Please see the list of documents one can provide to prove a Chicago address.

CDPH Partners with Zocdoc to
Launch Vaccine Appointment Scheduler
The Chicago Department of Public Health has partnered with Zocdoc to create a more centralized platform where people can schedule vaccination appointments when they’re available. To view available appointments through Zocdoc at

At this time, this platform is showing available appointments at the city's Point of Distributions sites (PODS) and Rush University Medical Center. More information on where to locate other vaccination sites is contained below in this newsletter.

Looking for an available vaccine appointment? can help you locate appointments throughout the state of Illinois. The website does allow users to filter available appointments by county and offers links to providers' sites where users can sign up for available appointments. 
Three Ways Chicago Residents can Receive a COVID-19 Vaccine:
All individuals 16 and older are now eligible to receive a COVID-19 vaccine. In addition to the resources listed above, there are three ways Chicago residents can receive a COVID-19 vaccine:
1. Your health care provider
Your first contact should be your health care provider, including your primary care provider, health clinic, or hospital where you have gotten medical care in the past. Over 350 health care providers have signed up with CDPH to distribute vaccine. Providers are also reaching out directly to schedule appointments with their existing patients, prioritizing those who are older with more underlying conditions. Health care providers can still sign-up to be vaccine providers.
2. Your pharmacy
The City of Chicago has provided vaccines to pharmacies across Chicago. These pharmacies each have their own registration link which can be found below.

3. Your employer
Specific employers in prioritized essential workers groups will be able to distribute the COVID-19 vaccine to their employees in 1b. CDPH is working directly with employers as vaccines become available. For example, first responders are already being vaccinated and others will begin soon. If you receive your vaccine through your employer, you will not need to take any other action. 
Vaccination Appointments for Homebound Persons

People who are homebound can sign up online to get vaccinated against COVID-19 at their residence. Caregivers will also be vaccinated under the program.

To be eligible, a person must not be able to leave their home because it “requires considerable and taxing effort," and must fit one of these categories:

  • Be a senior OR a person with a disability that requires in-home assistance, and

  • Be a person who has to use adaptive equipment (like a ventilator, wheelchair, etc.) and/or accessible transportation to leave home.

​Homebound vaccinations will be administered by Chicago Firefighter emergency medical personnel. Vaccines are limited to those who are truly homebound and meet the above eligibility requirements.

IDHS Launches Crisis Counseling Program to Support Communities Hardest Hit by COVID-19
Following the federal declaration of a major disaster area in Illinois due to the COVID-19 pandemic, the Illinois Department of Human Services (IDHS) Division of Mental Health was awarded a $2.3 million grant from the Federal Emergency Management Agency (FEMA) to kickstart the Crisis Counseling Assistance and Training Program. This unique program allows individuals negatively impacted by COVID-19 to access resources from community behavioral health clinics, which includes screening and referrals for residents struggling with mental health and substance use disorders.

The Illinois Crisis Counseling Program aims to increase disaster-related services in Cook, Winnebago, and St. Clair counties, which have been disproportionately impacted by COVID-19. IDHS’ Division of Mental Health, in partnership with the Substance Abuse and Mental Health Services Administration (SAMHSA) and local behavioral health clinics, will continue to offer support and resources for residents struggling with increased stress and anxiety caused by the pandemic.

Protections for Workers Receiving the COVID-19 Vaccine
On April 21, an ordinance passed City Council that established labor protections for Chicago workers that take time off to receive the COVID-19 vaccine. Under the ordinance, employers are prohibited from taking any adverse action – including termination, demotion, layoff or punitive schedule changes – against an employee for taking time off to receive the COVID-19 vaccine.

Furthermore, if a worker has paid sick leave or other accrued time available, employers must allow their employees to use that time off to receive the vaccine. Finally, if an employer requires a worker to be vaccinated, it must compensate the worker for the time taken to receive the vaccine if it is during a shift, up to two hours per dose.

The ordinance expands the protections guaranteed under the Anti-Retaliation Ordinance that passed City Council in May 2020. That ordinance, which remains in effect, protects all workers from any retaliatory action from their employer if they are unable to work due to public health directive or COVID-19 related illness. Employers that violate this ordinance are subject to fines of between $1,000 and $5,000 per offense. 
Reimbursement for Funeral Expenses
Thanks to the American Rescue Plan, the Federal Emergency Management Agency (FEMA) is now processing applications for reimbursements up to $9000 for funeral expenses for a loved one who died due to COVID-19.

Eligible funeral expenses include but are not limited to:
  • Transportation for up to two individuals to identify the deceased individual
  • Transfer of remains
  • Casket or urn
  • Burial plot or cremation niche
  • Marker or headstone 
  • Clergy or officiant services 
  • Arrangement of the funeral ceremony
  • Use of funeral home equipment or staff
  • Cremation or interment costs
  • Costs associated with producing and certifying multiple death certificates
  • Additional expenses mandated by any applicable local or state government laws or ordinances.

It is important to coordinate with friends, family members, and anyone else who incurred an expense on who will submit the claim. FEMA will only accept one claim per deceased individual so it is vitally important everyone who helped cover the funeral and cemetery expenses work together on one application and wait until all the expenses have been incurred.

Transportation for COVID-19 Vaccines
For seniors and people with disabilities who need assistance to access their COVID-19 vaccine appointment will be able to take advantage of transportation resources.

Uber to Provide Free Rides to Vaccine Appointments

Uber has partnered with Walgreens Pharmacy to make it easier for people who don't have a car or a nearby pharmacy to get their COVID-19 vaccine. Uber will offer free rides to Walgreens stores and clinics for those who book an appointment and live in an underserved community. Uber will work with community organizations, such as the Urban League, to determine underserved communities that will be eligible for free rides. Those organizations will then work to distribute codes that community members can use to get the free rides.

How the COVID-19 mRNA Vaccine Works
The approved COVID-19 mRNA vaccines do not contain any live virus of COVID-19. Instead, scientists used the genetic sequence of the virus to create a blueprint of the COVID-19 virus. The vaccine will trigger the body to produce the spike protein in the COVID-19 virus, which will signal our immune systems to produce the proper antibodies and T cells to combat the RNA blueprint. This means that should an individual contract the COVID-19 virus after being inoculated, the body's immune system will already have stored the information necessary to combat the virus. 

When people receive a vaccination, they might feel some side effects as their immune systems respond to the spike protein. The most common side effects include swelling and some pain at the injection site as well as fever, chills, headaches, and fatigue. These side effects are temporary and indicate that the immune system is imprinting its response to combat COVID-19. 
State Eviction Moratorium Extended to May 29
Governor Pritzker announced that the State's eviction moratorium will be extended to May 29, 2021, as the COVID-19 crisis continues to impact our state and our country. 

On November 14, protections for Illinois tenants were changed under the latest eviction moratorium extension. Landlords can now file evictions unless tenants give them a written declaration that they should be protected by the COVID Eviction Moratorium. Tenants can use IDHA's declaration template to provide their landlord with written notice that they've been financially impacted due to COVID-19. That declaration is available online

The Department of Housing has put together a Know Your Rights website for tenants who are facing illegal lockouts during the eviction moratorium. The Lawyers Committee for Better Housing has also put together information for tenants facing an illegal lockout and may be able to provide legal assistance to income-eligible tenants. Updates to the Emergency Travel Order

The Chicago Department of Public Health announced updates to the Chicago Emergency Travel Order. Effective Friday, January 15, 2021, states will only be categorized as yellow or orange. Previously, the city had three category levels for the Emergency Travel Order.

The updates to the order are meant to simplify the message by putting states into one of two categories. Regardless of which category a state falls into, CDPH is still advising that people avoid any kind of travel as we see COVID-10 cases surging across most of the U.S. Additionally, the new COVID variant that is more transmissible has now been detected in at least 8 states, including Indiana and Wisconsin. 

Anyone traveling from a state on the Orange list is directed to obtain a negative COVID-19 test result no more than 72 hours prior to arrival in Chicago or quarantine for a 10-day period (or the duration of their time in Chicago, whichever is shorter).  They must practice strict social distancing, mask-wearing, and avoid any in-person gathering. Anyone traveling from a state on the Yellow list is not required to quarantine or provide a pre-arrival test. However, they should practice strict mask-wearing and social distancing.

The lists are updated every two weeks based on state and Chicago case averages. There are no travel restrictions within Illinois. However, non-essential travel to the areas of high incidence is discouraged. If essential travel is needed, follow the prevention techniques such as using a face covering, frequent hand washing/sanitization, and maintaining social distancing.

"He's been a hard worker his whole life trying his hardest to provide and for our family to live the American dream. He worked 2 jobs, his favorite job was to sell corn. A lot of Evanston and Chicago residents would always come by to buy his corn but more importantly to socialize with my dad. My dad loves socializing with people! He wanted to continue to sell corn and socialize with his friends even with the pandemic. He wouldn't even care about the amount of corn he would sell daily, he cared more about seeing his daily friends while providing for his family. Peterson Garden Project Hosts Edible Plant Fundraiser

 A Just Harvest has worked to end hunger and poverty in the Rogers Park area for over 38 years. This summer, they're aiming to raise $45k to keep their doors open and continue to feed the community every single day, even during the pandemic.

On May 5, they're kicking off their 5 Week Challenge for Community Wellness, their peer-to-peer fundraising event!

Save the Date for Family Matters' Drive-In Movie Fundraiser

Join Family Matters youth, families, and community members at the movies while raising funds for Family Matters’ Youth Development and Community Engagement programs and The Family Matters School. Landscaping Fundraiser
It's the 30th anniversary of Leather Archives and Museum and the 21st year in its building on Greenview Ave, a former Synagogue that now provides sanctuary to its collective history.

The exterior is showing its age and needs a little love! The Leather Archives and Museum is raising funds to go towards the cleaning and landscaping to make their home shine! Generous volunteers are available to do the work, so your donations will go towards buying soil, plants, flowers, and cleaning tools.

The work is underway, and by the end of May, it will be sexy on the outside and sultry on the inside. Or vice versa!

Volunteer for Care for Real
Care for Real, a neighborhood food pantry, is in need of volunteers! Help is needed in Rogers Park on Tuesday mornings and afternoons as well as Thursday mornings and evenings. In Edgewater (5339 N Sheridan), volunteers are needed Monday through Saturday mornings and afternoons. The Rogers Park location (1545 W Morse) will soon be launching an outdoor Thursday evening food distribution, and many additional volunteers are needed. Volunteers can sign up to serve occasionally, weekly, or more! Pitch In for the Parks kicks off with "It's Your Park Day" on May 22nd and continues with citywide park clean-ups June through October. The Chicago Parks Foundation provides complimentary supplies for small groups to safely, independently host clean-up events at any Chicago park. 

All of our city's 600+ parks need our help this season to stay clean, green, and safe. That's where you come in! Sign up to volunteer at one of the events in our community and help spruce up our parks ahead of summer.

Heartland Animal Shelter Vaccination Clinic May 8
Heartland Animal Shelter will be hosting a dog vaccine clinic and pet food pantry at the Bernard Horwich Jewish Community Center at 3003 W. Touhy on Saturday, May 8, 2021.

Registration for Park District Spring Programs Now Open
The Chicago Park District's spring programming registration is open. Programs run through June 13 and offer a wide range of activities; from baseball at Loyola Park to Online Circuit Training, the Park District has something for everyone. 

The Chicago Park District is committed to providing Chicagoans the opportunity to keep active this spring and has designed a well-balanced selection of in-person and online programs for all ages and interests.

All in-person programs will run in accordance with state and city guidelines, limiting the number of guests they can safely program for at each park.  For those who prefer online classes, a variety of virtual classes are available. These programs provide the opportunity to stay active, both mentally and physically, while socializing with others from the comfort and safety of your home.

Emergency Broadband Benefit

Starting May 12, 2021, eligible households can begin applying for the Emergency Broadband Benefit through the FCC.

Who Is Eligible for the Emergency Broadband Benefit Program?
A household is eligible if a member of the household meets one of the criteria below:

  • Has an income that is at or below 135% of the Federal Poverty Guidelines or participates in certain assistance programs, such as SNAP, Medicaid, or Lifeline;
  • Approved to receive benefits under the free and reduced-price school lunch program or the school breakfast program, including through the USDA Community Eligibility Provision in the 2019-2020 or 2020-2021 school year;
  • Received a Federal Pell Grant during the current award year;
  • Experienced a substantial loss of income due to job loss or furlough since February 29, 2020 and the household had a total income in 2020 at or below $99,000 for single filers and $198,000 for joint filers; or
  • Meets the eligibility criteria for a participating provider's existing low-income or COVID-19 program.


Native Lawn Alternatives Survey
The Chicago Parks District is working on a new, exciting conservation project in the city to create more spaces for flowering lawns, and they want your input before they get started! They have teamed up with students from the Environmental Science Department at DePaul University to research what local community members think of this new green initiative!

Northside Community Resources' multicultural program is helping seniors apply for the new free Illinois health benefits for immigrant seniors. This program offers health benefits to seniors regardless of their immigration status.

Lawrence to Bryn Mawr Station Reconstruction Projects Begin May 16
The CTA will begin the first of two construction phases as part of the Red and Purple Modernization Project next month. The plans call to rebuild the tracks and four "L" stations located from Lawrence to Bryn Mawr. 

As a result of the major improvements to the Red/Purple Line, the Lawrence, Argyle, Berwyn, and Bryn Mawr station will close beginning on May 16. Temporary stations at Argyle and Bryn Mawr will be opened that same day according to the CTA. Red and Purple lines will continue to run throughout the construction, though riders may experience occasional delays.

Nominate a Senior for the 2021 Senior Hall of Fame thru June 1
The Illinois Department on Aging (IDoA) is accepting nominations for the 2021 Senior Illinoisans Hall of Fame Awards. These awards recognize adults, 65 years of age and older, and highlight the meaningful contributions they have made in Illinois.
Award nominations are being accepted for the following categories:
  • Community Service: awarded to Illinois senior citizens that have shown support for the public and community-based programs in their area or at large.
  • Education: awarded to Illinois senior citizens that have shown a dedication to instruction and the world of academia.
  • Labor Force: awarded to Illinois senior citizens that have a record of accomplishment in their employment or professional career.
  • Performance / Graphic Arts: awarded to Illinois senior citizens that have a commitment to health and the promotion of well-being or a record of accomplishment in artistic expression.
The deadline for nominations is Tuesday, June 1st, 2021.  You can nominate an individual for the Senior Hall of Fame online. Please note that you will only be allowed to upload one file, so please combine all items into one document.

Comment on the Chicago Blueprint for Fair Housing thru May 28
The Chicago Commission on Human Relations released its Blueprint for Fair Housing this week. The blueprint is the result of input from a broad coalition of stakeholders, city departments, and organizations to develop a five-year plan to address the city's housing challenges. 

The Blueprint identified eight goals for the City and the Chicago Housing Authority (CHA) to tackle over the next five years to make housing in Chicago more equitable. Those goals are: 
  1. Increase and preserve affordable, accessible housing options 
  2. Prevent involuntary displacement and stabilize neighborhoods 
  3. Increase opportunities and community integration for people with disabilities 
  4. Address the segregation of opportunity and related inequitable distribution of resources 
  5. Enhance housing policies and programs to increase fair housing choice 
  6. Expand fair housing outreach, education, and enforcement 
  7. Preserve existing and expand affordable homeownership 
  8. Ensure that internal policies and practices advance equity and address the history of structural racism

File Your Taxes with Tax Prep Chicago
The City of Chicago will offer free, confidential tax help through mid-April in partnership with Ladder Up. Trained volunteer tax preparers can assist you in completing and electronically filing Federal and Illinois tax returns for Tax Year 2020 and, in some cases, for prior years. They'll also be able to help determine if you qualify for the Earned Income Tax Credit (EITC), Child Tax Credit (CTC), and other tax credits!

Business Updates
ComEd Small Business Assistance Program

ComEd's Small Business Assistance Program provides eligible small business customers, with a one-time grant of up to $1,000 towards a past due balance, once every 12 months. Eligible customers may also place a remaining balance into a payment plan of up to six months.


Small business customers applying for this program must meet the following eligibility requirements:

  • Have an active ComEd service account (includes customers disconnected within the past 30 days).
  • Use less than 1400 kilowatts (kWs) of peak demand. This includes customers who are
    0-100kW or watt hour. To confirm the amount of kWs your business uses, reference your ComEd bill (see sample bill).
  • Have a past balance, per the bill due date.
  • Have not received Nonprofit Special Hardship grants in 2020.

Restaurant Revitalization Fund: Applications Now Open!
The American Rescue Plan Act established the Restaurant Revitalization Fund (RRF) to provide funding to help restaurants and other eligible businesses keep their doors open. This program will provide restaurants with funding equal to their pandemic-related revenue loss. Recipients are not required to repay the funding as long as funds are used for eligible uses no later than March 11, 2023.
  • Up to $5 million in assistance per location
  • First 21 days are prioritized for small business owners who are women, veterans, and minorities

Shuttered Venue Operators Grant

The Federal Shuttered Venue Operators Grant is now open to provide emergency assistance for eligible venues affected by COVID-19. Venues can learn more about this grant and submit their application here

Chicago Vendor Impact Fund

As part of the City’s efforts to increase the capacity and competitiveness of our local, diverse vendor community, the City is pleased to announce the launch of the $25 million Vendor Impact Fund. The Vendor Impact Fund will provide priority access for City vendors certified as Minority-Owned Business Enterprises (MBE), Women-Owned Business Enterprises (WBE), Veteran-Owned Business Enterprises (VBE), and Business Enterprises Owned or Operated by People with Disabilities (BEPD) to loans from the federal Small Business Administration (SBA) Paycheck Protection Program (PPP) and 7(a) loan program. The City and its partners will seek to provide all Vendor Impact Fund loan applicants with the best offer available and will work with applicants to determine which product is the best fit. All loan applications will be administered through Community Reinvestment Fund, USA (CRF) with the support of Goldman Sachs 10,000 Small Businesses.

COVID-19 Economic Injury Disaster Loans
In response to the Coronavirus (COVID-19) pandemic, small business owners, including agricultural businesses and nonprofit organizations in all U.S. states, Washington D.C., and territories can apply for an Economic Injury Disaster Loan (EIDL). The EIDL program is designed to provide economic relief to businesses currently experiencing a temporary loss of revenue due to coronavirus (COVID-19).

The Badu Foundation offers a four-week financial literacy summer program to underserved youth ages 6-18. Students that complete the program will become eligible for a college scholarship.

CPS Announces Virtual Capital Budget Community Meetings

Chicago Public Schools (CPS) announced that it will hold five virtual meetings to engage communities on capital priorities as the district works to develop its FY22 Capital Plan, which will be released this summer. The meetings — which will be hosted by the CPS Capital Department, Office of Equity, and Office of Family and Community Engagement (FACE) — are intended to provide communities with an understanding of the district’s capital planning process and collect input to help the district prioritize critical capital needs.

Consistent with prior years, the district will also hold public hearings to discuss the FY22 capital plan after the district’s budget proposal is developed and released later this summer. 

Four of the citywide meetings will be held in English with real-time Spanish translation and ASL interpretation. One citywide meeting will be held entirely in Spanish to create an improved community engagement experience for Spanish-speaking families. For families unable to participate, the meetings will be live-streamed on the district’s YouTube channel. Disrupting the School-to-Prison Pipeline Project

Legal Aid Chicago’s unveiled a new Disrupting the School-to-Prison Pipeline Project to address issues intersecting with education justice and legal advocacy for young people.

Across the United States, students of color, students with disabilities, LGBTQ+ students, and youth in foster care are disproportionately disciplined in school and more likely to be involved in the criminal legal system. Legal Aid Chicago's project seeks to disrupt these trends through representing young people in school discipline cases - which includes suspensions, expulsions, informal school pushout, transfers to alternative schools, and discipline during remote learning - and supporting with juvenile records expungement.

MUSE Community + Design is seeking outgoing, well-organized, and committed advocates for transportation safety education, biking, and social equity to join the team as a SAFE (Streets Are For Everybody) Ambassador from late May to late September.

As a SAFE Ambassador, you will represent the Chicago Department of Transportation in its efforts to support and promote Vision Zero Chicago initiatives. The goal of Vision Zero is to eliminate deaths and serious injuries from traffic crashes by 2026. To learn more about Vision Zero, click here. Due to the impacts of COVID-19 on our city’s transportation systems and mobility options, Ambassadors will educate the public on current best practices, recommendations and guidelines for safe mobility in both shelter-in-place and post quarantine conditions.

Chicago’s SAFE Ambassadors work both individually and as a team to deliver traffic safety expertise through presentations and demonstrations online or in-person, as appropriate, following strict safety guidelines from the Chicago and Illinois Departments of Public Health and the CDC. It is likely that this year, our program will implement a hybrid engagement model, meaning that the Ambassadors’ time will be split between creating innovative online materials using social media, videos, livestream events, and video conferencing, and participating in in-person events/activities to educate the public.

This is a part-time, seasonal position up to 24 hours per week.

  • Represent the City of Chicago Department of Transportation and Vision Zero at assigned virtual events or in-person events, if conditions allow.
  • Participate as a member of Chicago’s SAFE Ambassadors team in making events successful by effectively disseminating information, encouraging safe street and road usage.
  • Create and share online and interactive resources with schools, senior living facilities, and community partners to educate students and residents of all ages about the importance of traffic safety and sharing the road.
  • Accurately input information in the required format at the conclusion of every event.
  • Other duties as assigned.
Required Skills and Experience:
  • 18 years of age or older
  • Comfortable working in a fast-paced environment, bending, stooping, standing long hours, and lifting up to 40 lbs
  • Communicate effectively with all people, regardless of age, ability, cultural groups, economic status, sexual orientation, and/or disabilities.
  • Comfortable speaking with strangers and in public.
  • Comfortable facilitating video conferences and webinars.
  • Familiarity with the City of Chicago, its neighborhoods and public transit system.
  • Comfortable using and navigating public transit.
  • Comfortable working in any neighborhood in the City of Chicago.
  • Outgoing and energetic.
  • Works well in a team and fosters team spirit.
  • Prompt, punctual and professional.
  • Access to the internet and a laptop. Willing to work remotely.
  • Works well individually in an unstructured and informal environment, with limited supervision.
  • Good at solving problems and thinking creatively.
  • Self-motivated.
  • Proficient with Microsoft Office applications.
  • Ability to take direction and to learn basic facts about the Chicago Department of Transportation and Vision Zero.
  • Comfortable biking in the city.
  • Willingness and ability to work off hours and/or weekends.
Preferred skills and experiences:
  • Fluency in other languages such as Spanish, Polish and Mandarin highly preferred.
  • Experience working or volunteering in a community engagement role.
  • Experience teaching, children, youth or adults.
  • Knowledgeable in video recording, editing and formatting.
  • Experience working with or supervising teenagers.
  • Experience in facilitating online learning tools.
  • Experience working in Public Health related programs
Ambassadors are expected to bike or take public transit to and from events.

Successful completion of a paid five-day training course that covers bicycle handling, all forms of traffic safety, media relations, cultural sensitivity, and conflict resolution.

Doctors Test Centers (DTC) Job Opportunities

The Chicago Department of Aviation (CDA) has long been an economic engine for the City and region at large. They recently announced that they will begin offering the most comprehensive COVID-19 testing of any airport in the country at O’Hare and Midway International Airports.

The program will require a workforce to fill the more than 100 available positions.  Doctors Test Centers (DTC) has been selected as the vendor to assist the CDA with the endeavor.
