Expanding e-Payments Adoption, Acceptance and Usage
Instant payments are now considered to be any essential component of a digital payments transformation, offering a new set of rails in addition to EMV-based card payments. QR codes can be used to initiate both instant and card-based payments, but real-time payments enable new types of payment products not typically seen on card payments rails, often based on push payments rather than pull payments.. The instant nature of real-time payments are a natural fit with the proliferation of smartphones, messaging apps and the growth of digital commerce. Malaysia is the latest Asian market to launch an interoperable real-time consumer payments system, following India, Singapore, Thailand, Philippines and Hong Kong. These initiatives mark the beginning of a new era in consumer payments and digital commerce. 

The Real-time Retail Payments Platform (RPP), launched and operated by PayNet, is a strategic initiative to modernise Malaysia’s retail payments. In line with retail real-time payment systems in India, Singapore, Thailand and Hong Kong, the RPP will enable interoperable payments between banks and non-banks using simplified account addressing based on mobile phone numbers and a national addressing database, rather than bank account numbers. Malaysia's RPP will operate based on the model envisioned and defined in the Interoperable Credit Transfer Framework (ICTF) issued by Bank Negara Malaysia in 2018. The objective of the RPP is that customers of financial institutions connected to the new payments platform will be able to make or receive retail payments in a matter of seconds, 24 hours a day, 365 days a year.
