From December 28th, the government has stopped the relaxation of the entry restrictions for all countries due to the spread of the mutant virus. Returnees are also required to take self-quarantine for 14 days. 
The policy will be effective until the end of January at the moment, but it is subject to change depending on the situation (The Asahi Shimbun). For business purposes, people from several countries including China and South Korea can travel to Japan because the spread of the virus is relatively contained (Ministry of Foreign Affairs of Japan).

The government has declared a state of emergency for Tokyo and three neighboring prefectures (Kanagawa, Chiba, Saitama) from January 8th to February 7th. Residents in the Tokyo area are asked not to go out for unnecessary or non-urgent reasons after 8 pm. Restaurants and Karaoke bars that offer alcohol are also requested to close at 8 pm. Schools are still open, and other sports events and concerts are requested to hold with a limited number of audiences. With this state of emergency, the suspension of the domestic travel campaign (Go To Travel Campaign) has also extended until February 7th.
