2021 Tipping Fee

The 2021 tipping fee at the Recycling & Energy Center (R&E Center) will be $84 per ton. We’ve emailed and mailed official notice of this rate change. Please contact Andrea McKennan at if you did not receive this communication. 

Request for Proposals 

Ramsey/Washington Recycling & Energy has released an RFP seeking markets for waste byproducts from the R&E Center. Potential processing solutions include gasification, anaerobic digestion, chemical recycling, and more. Target waste byproducts include: 
  • Source-separated organics 
  • Mechanically-separated organics from MSW 
  • Processed MSW   
Key dates: 
  • September 17, 2020 – Pre-proposal conference 
  • October 1, 2020 – Deadline for questions from vendors 
  • December 4, 2020, 4:00 CST – Deadline for phase I proposal submissions

We continue to operate under our COVID plan, and we expect that you are doing the same. Together, we offer a critical public service. Keeping staff healthy and remaining operational are vital to our communities. Our COVID plan includes the following: 
  • Mask wearing by all staff and visitors in indoor spaces and whenever in proximity to others 
  • Maintaining social distancing of at least six feet 
  • Working with staff who are sick or have had potential exposure to COVID-19 to ensure that they stay home

BizRecycling Relief Grants
BizRecycling is offering relief grants to businesses negatively impacted by COVID-19 or the recent civil unrest. Businesses can receive up to $10,000 to support a wide range of operational expenses related to managing waste and recycling, including reimbursement for organics and recycling hauling costs. Diesel Replacement Grants 

With the help of a Minnesota Pollution Control Agency (MPCA) grant, R&E purchased an electric yard tractor for the R&E Center (see images at the top of this email). Similar grants are still available through the MPCA – deadline is September 18. Learn more here.

Yard Waste
As a reminder, yard waste cannot be placed in the trash. Please remind your customers as you are able. Information about Ramsey County sites is available here, and information about Washington County sites is available here
Deer Carcasses
With hunting season approaching, it's a good time to remind your customers that animal carcasses should not be placed in the trash. The R&E Center does not accept animal carcasses. Animal carcasses can be brought to several area landfills – call to confirm.
