2020 Rebates and Tipping Fees

The Ramsey/Washington Recycling & Energy Board made two recent decisions regarding pricing at the Recycling & Energy Center (R&E Center):
  • The hauler rebate will be set at $0 starting in 2020
  • The tipping fee will be set at $82 per ton in 2020 and $84 per ton in 2021
For an average household, which produces about a ton of garbage per year, the cost increase may be about $1.00-1.25 per month in 2020.

We have developed materials to help you communicate with your customers about these changes. These communication materials, as well as background information on these rate changes, can be found here. Please contact our Communications & Outreach Coordinator, Andrea McKennan, at 651-266-1158 or, if there are additional materials that would be helpful to you.

Recycling & Energy Center Upgrades

Ramsey/Washington Recycling & Energy is seeking state funding to upgrade the R&E Center. Upgrades include:
  • System to support the collection of food waste (organics) from residents using compostable bags co-collected with trash
  • Equipment to recover recyclables (specifically plastics, cardboard, and additional metal) from the waste stream
Proposed upgrades will enable the R&E Center to extract greater value from trash and continue to lead the way in responsible waste management. Stay tuned for updates and learn more here.
Yard Waste Reminders
Minnesota State law prohibits leaves, grass clippings, brush and other plant material from being mixed with trash, and yard waste is not accepted at the R&E Center. Instead, it should be taken to a designated drop-off or composting site.

The following locations accept yard waste for a fee from haulers. Most require that leaves and woody waste be separated:
  • Composting Concepts, Woodbury, 651-769-0531
  • Environmental Wood Supply, St. Paul, 651-772-4490 (woody waste only, no fee)
  • Gerten’s, Inver Grove Heights, 651-450-1501
  • Kern Landscape Resources, St. Paul, 651-646-1553
  • The Mulch Store, Minnetrista, 952-446-1056
  • SKB Environmental, Minneapolis, 612-331-4610
  • Twin City Refuse & Recycling, St. Paul, 651-227-1549
  • Ceres Environmental Services, Brooklyn Park, 763-488-5621 (woody waste only, no fee, at capacity - not accepting new deliveries until mid-October)
